Title

An ordinance relating to ethics and harassment training requirements for elected officials, members of the mayor’s cabinet, and appointees to plural bodies.

Analysis

This ordinance provides that the required ethics and harassment training for a newly elected city official or a newly appointed cabinet member or plural body member shall be completed within 120 days of taking the oath of office, rather than within 120 days of election or appointment.

 

The ordinance also provides that the ethics and harassment training requirement shall not apply to an elected official, cabinet member of plural body appointee who completed ethics and harassment training following election or appointment to a different position within the previous year.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 303-5-14-b of the code is amended to read:

 

303-5.  Standards of Conduct.

 

14.  ETHICS AND HARASSMENT TRAINING REQUIRED. 

 

b. Ethics and harassment training shall be completed within 120 days of [[election or appointment]] >>taking the oath of office<< and once every 4 years thereafter.

 

Part 2.  Section 303-5-14-c of the code is created to read:

 

c.  The requirements of this subsection shall not apply to any person identified in par. a who completed ethics and harassment training following election or appointment to a different position within the previous year, except that such person shall still be subject to the once-every-4-years requirement of par. b.
