Substitute resolution approving the expenditure of $9,800 from the Economic Development Committee Fund for the City of Milwaukee's participation in the International Council of Shopping Centers Convention to facilitate neighborhood retail development.
Analysis
This substitute resolution approves the expenditure of $9,800 from the Economic Development Committee Fund to the Kilduff Company LLC for technical assistance to be provided to the City of Milwaukee, Department of City Development, for a room and display area at the International Council of Shopping Centers Convention, to be held in Las Vegas, May 23-26, 2004, and to cover travel expenses for two DCD staff to attend said Convention.
Body
Whereas, The International Council of Shopping Centers ("ICSC") Convention will be held in Las Vegas, May 23-26, 2004; and
 
Whereas, The Economic Development Committee authorized the expenditure of $15,000 in 2003 for such assistance, with additional money expended by the Department of City Development ("DCD"); and
 
Whereas, DCD submitted a written report to the Common Council on September 2, 2003, detailing the economic development initiatives resulting from attendance at the 2003 ICSC Spring Convention; and
 
Whereas, Efforts undertaken as a result of attendance at the 2003 ICSC Spring Convention led to two to four projects that are currently under development to bring retailers into the City of Milwaukee ("City"); and
 
Whereas, Part of this year's authorization, $7,500, will provide the City with:
 
Room and display space in the Kilduff Company LLC's booth on the convention floor.
 
Consultation with the Kilduff Company LLC for a period of two months before the convention and for a follow-up period of two months after the convention, to provide technical assistance in the creation of industry-specific marketing materials for retail sites in Milwaukee.
 
Assistance in securing appointments with specific retailers for Milwaukee sites.
 
Facilitation of real estate development projects from start to finish.

Whereas, The adopted 2004 City Budget provides $20,000 in the Economic Development Committee Fund (Account No. 0001-1310-S123-2004-006300); and
 
Whereas, This account is to be used for the purposes of promoting the City's economic development programs, retaining industry and employers in the City, and attracting new industry to the community; and
 
Whereas, A contribution, $7,500, to the Kilduff Company LLC toward the cost of maintaining a room and display space and the Kilduff Company LLC's expertise dedicated to attracting development to Milwaukee, will help fulfill the purpose of the Economic Development Committee Fund in addition to the travel expenses, $2,300, for two DCD staff to attend said Convention; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that $9,800 is appropriated from the Economic Development Committee Fund (Account No. 0001-1310-S123-2004-006300) to a separate budget line (Account No. 0001-1910-S123-2004-006300) for the City of Milwaukee's participation, including DCD staff travel expenses, in the International Council of Shopping Centers Convention to be held in Las Vegas, May 23-26, 2004, to facilitate neighborhood retail development; and, be it
 
Further Resolved, That DCD present a report to the Common Council of the City of Milwaukee on the economic development initiatives resulting from attendance at said Convention by July 30, 2004.
