Resolution authorizing the Chief Information Officer to enter into non-expenditure agreements relating to the 2024 Republican National Convention for Information Technology services.
Analysis
This resolution authorizes the Chief Information Officer to enter into non-expenditure agreements relative to the 2024 Republican National Convention for Information Technology services and other IT infrastructure needs related to the RNC. These services are related to cyber security and may include the sharing of data for security efforts relative to the Convention with appropriate parties.
Body
Whereas, Milwaukee has been selected to host the 2024 Republican National Convention, to be held July 15-18, 2024 (Monday - Thursday); and
Whereas, This will be the second consecutive convention held in the City by a major party; and
Whereas, Up to 50,000 people are expected to attend the Convention and related events in Milwaukee, including delegates, party members and tourists, along with their families, as well as local and national media and other interested parties; and
Whereas, The scope and profile of events surrounding the Convention, and the influx of visitors to Milwaukee, will elevate the Milwaukee’s exposure worldwide and will also increase the likelihood of malicious cyber attempts and require enhanced security; and
Whereas, The U.S. Department of Homeland Security is offering several free IT services to the City in preparation of the Republican National Convention; and
Whereas, Other agencies will likely be offering additional free IT services to the City in the months approaching the Republican National Convention; and
Whereas, These free services require non-expenditure agreements between the City and offering organizations; and
Whereas, other requests related to Convention security may be made of the Chief Information Office which require the sharing of data, the execution of non-expenditure agreements, or similar action; and
Whereas, These agreements must be entered into in a timely manner to reserve the City’s place for the services and to allow for adequate time to address any issues found as a result of these services; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Chief Information Officer may enter into non-expenditure agreements relative to the 2024 Republican National Convention for Information Technology services and may facilitate the sharing of data for security efforts relative to the Convention with appropriate parties, in consultation with the Office of the City Attorney.
