Title

Resolution authorizing the City Comptroller to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for construction for the project for the planned improvement of Silver Spring Drive from North 27th Street to the Milwaukee River.

Analysis

This resolution authorizes the City Comptroller to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for the construction costs associated with the rehabilitation of Silver Spring Drive from North 27th Street to the Milwaukee River. The City of Glendale has entered into an agreement with the Wisconsin Department of Transportation for rehabilitation of the subject roadway with the Wisconsin Department of Transportation funding 80 percent of the project’s construction costs. The City of Glendale has incorporated segments of the roadway that lie within the City of Milwaukee’s municipal boundaries into the construction project to complete the rehabilitation of the entire roadway between North 27th Street and the Milwaukee River. The total estimated construction cost of this project is $10,792,933.70, with a grantor share of $7,916,160.00, and a local share of $2,876,773.70, of which the City of Milwaukee’s share is $863,032.11 and the City of Glendale’s share is $2,013,741.59.

Whereas, The City of Glendale was awarded Federal Surface Transportation Program entitlement funds to cover approximately 80 percent of the project’s construction costs (see attached State/Municipal Agreement); and

 

Whereas, Approximately 30 percent of the project’s work lies within the municipal boundaries of the City of Milwaukee; and

 

Whereas, The City of Glendale has incorporated the segments of the roadway that lie within the City of Milwaukee into the improvement project to complete the rehabilitation of the entire roadway between North 27th Street and the Milwaukee River; and

 

Whereas, The City of Milwaukee has prepared a Cost Sharing Agreement to address the cost breakdown between the City of Milwaukee and the City of Glendale for the remaining 20 percent of the construction costs of the project; now, therefore, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for design for the project (Expenditure) and transfer to this account the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
