Title:
Resolution relative to application, acceptance and funding of a Green Solutions grant.
Analysis:
This original resolution authorizes the Milwaukee Public Library to apply for, accept and fund a Green Solutions grant from Milwaukee Metropolitan Sewerage District in the amount of $257,000, with a grantor share of $257,000. The purpose of the project is to create infrastructure improvements to address capture and treat stormwater runoff.
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from Milwaukee Metropolitan Sewerage District for green infrastructure improvements; and
Whereas, The operation of this grant from 03/01/2020 to 11/01/2021 would cost $257,000 of which $257,000.00 (100%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to Milwaukee Metropolitan Sewerage District is authorized and the Milwaukee Public Library shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances, Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2020 Special Revenue-Grant and Aid Projects Fund, the following amounts for the program/project titled Greening MPL Branches Project:

2. Create the necessary Capital Grant and Aid Project Level values; budget to these Project/Grant values the amount required under the grant agreement;
Further Resolved, That these funds are budgeted for Milwaukee Public Library which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2020 grant budget funds for specific items of equipment;
3. Expend from the 2020 grant budget funds for training and out-of-town travel by departmental staff.
4. Enter into subcontracts and leases as detailed in the grant budget.
Further Resolved, That the Milwaukee Public Library is hereby authorized to accept and execute such a grant without further Common Council approval unless the terms of the grant change...
