Title
Resolution authorizing and directing the Commissioner of Public Works to execute a Revised Project Agreement titled “State/Municipal Agreement for a Highway Improvement Project” with the Wisconsin Department of Transportation (WISDOT) for the replacement of the West Bradley Road Bridge over the Little Menomonee River to update construction costs and include railroad work as part of the project reconstruction with 80% Federal and/or State aid under the Local Bridge Replacement Program.
Analysis
This resolution authorizes and directs the Commissioner of Public Works to execute a revised project agreement with the WISDOT for the replacement of the West Bradley Road Bridge over the Little Menomonee River with Federal and/or State aid funding under the Local Bridge Replacement Program. The revised agreement includes updated construction costs and added railroad work for the project with 80% Federal and/or State Funds. This resolution also directs the City Comptroller to transfer funds and create the necessary accounts for the added railroad work as part of the project costs. The total revised estimated construction cost for the project is $1,378,030 of which the City’s share is $275,606. The additional railroad work cost is $250,250 of which the City’s share is $50,050.

Whereas, A project agreement has been executed by the WISDOT and the City of Milwaukee for the reconstruction of the West Bradley Road Bridge over the Little Menomonee River with Federal and/or State aid under the Local Bridge Replacement Program in accordance with Common Council Resolution File Number 041494, adopted April 15, 2005; and
Whereas, Preliminary engineering has been completed and the limits of the project have increased to accommodate a significant change in elevation of the new bridge required to meet regional hydraulic standards resulting in longer roadway approach work necessary to match the existing grade and, therefore, the construction costs for the bridge replacement have increased from the original agreement; and
Whereas, The longer roadway approach reconstruction necessary adjacent to the bridge has encompassed a nearby Wisconsin and Southern Railroad at-grade crossing; and
Whereas, It is federally mandated the railway crossings that fall within a bridge replacement project funded with Federal dollars be updated with the bridge replacement; and
Whereas, The revised project agreement with the updated construction cost and additional railroad work has been received from the WISDOT to be executed by the City of Milwaukee for the replacement of the West Bradley Road Bridge over the Little Menomonee River with 80% Federal and/or State aid under the Local Bridge Program; and
Whereas, Construction funds for the project will be included in a separate resolution; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute a Revised Project Agreement for the replacement of the West Bradley Road Bridge over the Little Menomonee River with Federal/State aid under Local Bridge Replacement Program, copies of which are attached to Common Council Resolution File No. 051285 and are incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is hereby authorized and directed to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for Railroad Work (State Project I.D. 2145-04-51, 52) (Expenditure) and transfer to this account the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to the WISDOT upon receipt of invoices for the City’s share of the costs of the above project.
