Analysis
This resolution authorizes and directs the Commissioner of Public Works to execute a revised project agreement with the Wisconsin Department of Transportation (WISDOT) to include updated design costs for the West Cherry Street Bridge over the Milwaukee River with 80% Federal and State aid under the Local Bridge Replacement Program. This resolution also directs the City Comptroller to transfer funds and establish project/grant chartfield values for the increased design costs for this project. The total revised estimated design engineering cost is $1,200,000 of which the City's share is $240,000.

Whereas, Common Council Resolution File Number 972004, adopted on May 5, 1998, authorized and directed the Commissioner of Public Works to execute a Project Agreement with WISDOT for the programming for the West Cherry Street Bridge over the Milwaukee River with 80% Federal and State aid under the Local Bridge Replacement Program; and
Whereas, Preliminary engineering activities have begun and the design engineering costs for the bridge rehabilitation have increased from the original agreement; and
Whereas, The revised project agreement with the updated design engineering costs have been received from the WISDOT to be executed by the City of Milwaukee for the design for the West Cherry Street Bridge over the Milwaukee River with 80% Federal and State aid under the Local Bridge Replacement Program; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute the revised project agreement for the design for the West Cherry Street Bridge over the Milwaukee River with 80% Federal and State aid under the Local Bridge Replacement Program, copies of which are attached to Common Council Resolution File Number 040865, and are incorporated by reference as though set forth in full; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized and directed to undertake, or to engage a consultant to undertake preliminary engineering for the West Cherry Street Bridge over the Milwaukee River and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
Further Resolved, That it is the Common Council's intention to seek Federal and/or State funds in the future for rehabilitation of the West Cherry Street Bridge over the Milwaukee River and the Commissioner of Public Works is hereby authorized and directed to seek Federal and/or State funding and execute such agreements for this project; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for preliminary engineering for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amount for the grantor's share and local share or $5,000, whichever is greater, as follows:
