Title

A substitute ordinance to further amend the 2023 rates of pay of offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of Administration (Information and Technology Management Division), Assessor’s Office, Comptroller’s Office, Employes’ Retirement System, Fire Department, Municipal Court, Department of Public Works - Operations Division (Administration Section, Fleet Services Division, Forestry Division, Sanitation Division), Special Purpose Account - Board of Zoning Appeals

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 1KX, add the title of “Fire Fleet Repair Manager (8)”.

 

Under Pay Range 1HX, delete footnote designation (11) from and add footnote designation (10) to the title of “Unified Call Center Manager”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2023 - October 29, 2023):

 

Under Pay Range 1HX, add footnote (13) to the titles of “Fleet Operations Manager (1)(3)”, “Sanitation Area Manager (1)(3)”, and “Urban Forestry District Manager (3)”.

 

Under Pay Range 1IX, add footnote designation (10) to the title of “Fleet Repair Manager (9)” and delete the title of “ITMD Policy and Administration Manager (9)”.

 

Under Pay Range 1NX, add the title of “ITMD Policy and Administration Manager (6)” and add new footnote (6) to read:

Part 3.  Part 1, Section 1 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 25, 2023 - November 26, 2023):

 

Under Pay Range 1CX, delete the title of “BOZA Administrative Coordinator”.

 

Under Pay Range 1IX, add the title of “BOZA Administrative Manager (4)”.

 

Part 4.  Part 1, Section 2 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2GN, amend the title of “Benefits Service Coordinator” to read “Benefit Services Coordinator”.

 

Under Pay Range 2IN, delete footnote designation (6) from and add footnote designation (16) to the title of “City Payroll Specialist” and add footnote (16) to read:

Part 5.  Part 1, Section 2 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2023 - October 29, 2023):

 

Under Pay Range 2JX, add footnote designation (1) to the title of “DPW Operations Business Analyst (4)”.

 

Part 6.  Part 1, Section 5 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 25, 2023 - November 26, 2023):

 

Under Pay Range 5KN, add the title of “BOZA Administrative Assistant - Lead (2)”.

 

Part 7.  Part 1, Section 6 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 6CN, delete the title of “Court Services Assistant I”.

 

Under Pay Range 6EN, delete the title of “Court Services Assistant II”.

 

Part 8.  Part 1, Section 6 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 25, 2023 - November 26, 2023):

 

Under Pay Range 6KN, add the title of “BOZA Administrative Assistant 2 (4)” and add new footnote (4) to read:

Part 9.  Part 1, Section 7 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2023 - October 29, 2023):

 

Under Pay Range 7AN, add footnote designation (9) to the titles of “Residential Code Enforcement Inspector 1 (6)” and “Commercial Code Enforcement Inspector 1 (6)”.

 

Under Pay Range 7CN, add footnote designation (9) to the titles of “Residential Code Enforcement Inspector 2 (1)” and “Commercial Code Enforcement Inspector 2 (1)”.

 

Under Pay Range 7DN, add footnote designation (8) to the titles of “Residential Code Enforcement Inspector 3 (1)” and “Commercial Code Enforcement Inspector 3 (1)”.

 

Under Pay Range 7EN, add footnote designation (11) to the titles of “Residential Code Enforcement Inspector 4 (1)” and “Commercial Code Enforcement Inspector 4 (1)”.

 

Part 10.  Part 1, Section 8 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 8EN, delete footnote (5) from the title of “Equipment Operator 1 (2)(3)(4)(5)”, delete footnote (5) in its entirety, and renumber remaining footnotes accordingly.

Under Pay Range 8GN, add footnote designation (4) to the title of “Equipment Operator 3 (1)(2)(3)” and add new footnote (4) to read:

 

(4)                      Employees in a title with a pay range lower than the pay range for the Equipment Operator 3, who are assigned to operate CDL required equipment during a snow and ice control operation, shall receive a promotion to the title of Equipment Operator 3 with a 3% increase or the pay range minimum whichever is higher and receive the 1% snow and ice control operation assignment pay.

 

Employees in a title with a pay range that is the same as the pay range for Equipment Operator 3, who are assigned to operate CDL required equipment during a snow and ice control operation, shall be paid at the minimum of the Equipment Operator 3 pay range or their current base rate (plus any additional pay related to certifications attained and approved by DER) whichever is higher, and receive the 1% snow and Operation assignment pay.

 

Employees in a title with a pay range that is higher than the pay range for Equipment Operator 3, who are assigned to operate CDL required equipment during a snow and ice control operation shall receive their current base rate, plus any additional pay related to certifications attained and approved by DER, and receive the 1% snow and ice control operation assignment pay.

 

Under Pay Range 8JN, add footnote (1) to the title of “Special Equipment Operator III (3)(4)”.

 

Part 11.  Part 3 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Part III - BOARDS AND COMMISSIONS: COMPENSATION AND REIMBURSEMENTS, Paragraph F., amend “Administrative Review Appeals Board” to read “Administrative Review Board of Appeals”.

 

Part 12.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 13.  The provisions of Parts 2, 5, and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 23, 2023 (October 29, 2023).

 

Part 14.  The provisions of Parts 3, 6, and 8 of this ordinance are deemed to be in force and effect from and after Pay Period 25, 2023 (November 26, 2023).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 15.  This ordinance will take effect and be in force from and after its passage and publication.
