Title

Resolution declaring a vacant lot at 2516-20 North 6th Street surplus to municipal needs and authorizing its sale to Northcott Neighborhood House, Inc. for new residential construction in the 6th Aldermanic District.

Analysis

This resolution authorizes the sale of a vacant lot for construction of a single-family dwelling pursuant to Section 304-49-17, Milwaukee Code of Ordinances.

Body

Whereas, Northcott Neighborhood House, Inc. (“NNHI”), an organization that provides training opportunity for 18-22 year olds working in the Operation Fresh Start Program to earn a GED from MATC, has submitted an unsolicited Offer to Purchase the vacant lot at 2516-20 North 6th Street in the amount of $1.00; and

 

Whereas, NNHI proposes to construct a single-family home and market it to low and moderate-income, first-time homebuyers; and

 

Whereas, Section 304-49-17 of the Milwaukee Code of Ordinances allows the City to accept unsolicited offers to purchase when the City receives fair compensation, whether monetary or non-monetary; and

 

Whereas, Sale of said lot will allow Northcott Neighborhood House, Inc. to fulfill its mission and will provide the City with fair compensation though additional tax base and housing opportunities; and

 

Whereas, The Department of City Development (“DCD”) recommends acceptance of the Offer with closing contingent upon approval of final site and building plans by its Development Center and submission of a firm financial commitment to complete construction as proposed; and

 

Whereas, The lot will be sold in “as is” condition without representations or warranties including but not limited to soil quality and subsurface condition; and

 

Whereas, The City Plan Commission has determined that the lot is surplus to municipal needs; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the vacant lot at 2516-20 North 6th Street is declared surplus to municipal needs and that the Offer to Purchase from Northcott Neighborhood House, Inc. is accepted; and, be it

 

Further Resolved, That the Commissioner of DCD or designee is authorized to perform such acts as necessary to carry out the intent of this resolution including accepting the Offer, executing the deed and releasing any deed restrictions that prevent construction; and, be it

 

Further Resolved, That the proceeds from said sale be credited to the Reserve for Tax Deficit Fund Account No. 0001-334106.
