Analysis
This ordinance increases the amount charged for both Basic Life Support and Basic Life Support - Emergency ambulance conveyances for the 2 categories of patients established by the code, namely residents and non-residents.  The increases are as follows:
 
1.      For residents, from $357 to $370.
2.      For non-residents, from $413 to $428.
 
Both of these new rates reflect a 3.6% increase, consistent with the 2002-2003 Milwaukee consumer price index for medical care.
 
In addition, this ordinance permits private ambulance companies to bill both residents and non-residents $544 for Advanced Life Support (ALS) conveyances when the conveyances are made under the terms of the Private Provider Interfacility Unit protocol.  
 
Finally, this ordinance increases the amount charged for mileage.  Mileage is defined as the distance traveled with the patient in the ambulance from point of origin to destination.  The rate, for both residents and non-residents is increased from $8.50 per mile to $9.35 per mile.  The new rate reflects a 10% increase, consistent with the 2002 - 2003 inflation of 0.1% to 15.1% in the transportation indices for transportation, private transportation, motor fuel and gasoline.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 75-15-14-c-1 to 3 of the code is amended to read:
 
75-15.  Ambulance Certification Regulations.
 
14.      AMBULANCE RATE.
 
c-1.  For patients who are residents of the city of Milwaukee, for Basic Life Support, [[$357]]>>$370<< and, for Basic Life Support - Emergency, [[$357]] >>$370<<.  In addition, for Advanced Life Support for patients who are residents of the city of Milwaukee conveyed under the terms of the Private Provider Interfacility Unit protocol, [[$525]] >>$544<<.  This charge shall in no way be construed so as to circumvent the role of the fire department as the designated responders to Advance Life Support service calls.
 
c-2.  For patients who are not residents of the city of Milwaukee, for Basic Life Support, [[$413]] >>$428<< and, for Basic Life Support - Emergency, [[$413]] >>$428<<.  In addition, for Advanced Life Support for patients who are not residents of the city of Milwaukee conveyed under the terms of the Private Provider Interfacility Unit protocol, [[$525]] >>$544<<.  This charge shall in no way be construed so as to circumvent the role of the fire department as the designated responders to Advanced Life Support service calls.
 
c-3.  In addition to the charges provided in subds. c-1 and 2, a charge of [[$8.50]] >>$9.35<< per mile shall be assessed for mileage, mileage to be defined as the distance traveled with the patient in the ambulance from the point of patient origin to destination.
