Resolution relative to the cost participation and installation of traffic control devices in conjunction with the Federal/State Aid paving of W. Hampton Avenue from N. Sherman Boulevard to N. Teutonia Avenue in the 1st Aldermanic District. (Infrastructure Services)

This resolution authorizes the Commissioner of Public Works to install the necessary traffic control facilities in conjunction with Federal/State Aid highway improvements as per a cost participating agreement with the State Department of Transportation.
BODY:
Whereas, The Surface Transportation Program includes appropriations for traffic control improvements along with the paving of highways located on the Federal/State Aid Highway System; and
Whereas, Common Council Resolution File Number 950706, adopted September 27, 1995 authorized and directed the Commissioner of Public Works to execute an agreement for programming and construction of the improvement of W. Hampton Avenue from N. Sherman Boulevard to N. Teutonia Avenue with Federal/State Aid under the Surface Transportation Program; and
Whereas, The total estimated cost of this project is $13,000 for the alteration of traffic control signals and relocation and upgrading of traffic control signs; and
Whereas, Twenty percent of the participating costs or $2,600 is non-reimbursable and is included in the Division's 1997 Capital Purpose Account #32-550-0001; and
Whereas, Eighty percent of the participating project cost or $10,400 is reimbursable from the State Department of Transportation and this amount is not included in Division accounts, and should be earmarked for this project in the 1997 Capital Grant and Aid Projects Fund #32-010-0000; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works be and hereby is authorized and directed to enter into an agreement with the Wisconsin Department of Transportation, pertaining to the cost participation for the installation and/or modification of traffic control facilities in conjunction with the improvements to W. Hampton Avenue from N. Sherman Boulevard to N. Teutonia Avenue with approved unit prices based on a predetermined estimate prepared under the Federal/State aided highway program; and, be it
Further Resolved, That upon execution of the agreement, the Commissioner of Public Works is authorized and directed to have installed traffic control facilities necessary in conjunction with the paving of this Federal/State aided highway improvement; and, be it
Further Resolved, That upon acceptance of this Grant Agreement, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate sub-account for this project and transfer to this account the amounts required under the Grant Agreements but not to exceed a ten percent increase in those amounts set aside for the Grantor's Share and the City's Share as follows:
