Title:
Resolution relative to application, acceptance and funding of the 2008 Neighborhood Task Force Grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund the 2008 Neighborhood Task Force Grant from the Wisconsin Department of Justice-Office of Justice Assistance, in the amount of $300,000, with a city share of $0 and a grantor share of $300,000. The purpose of this project is to pay for overtime incurred as a result of the 2008 Neighborhood Task Force. The objective of this task force is to disrupt the criminal environment and provide a highly visible proactive policing presence in neighborhoods with the greatest amount of crime and disorder.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Justice-Office of Justice Assistance for the 2008 Neighborhood Task Force, and
Whereas, The operation of this grant from 06/01/2008 to 05/31/2009 would cost $300,000, of which $0 would be provided by the city and $300,000 (100%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Justice- Office of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2008 Special Revenue-Grant and Aid Projects, the following amount for the program titled: 2008 Neighborhood Task Force

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
