Substitute resolution authorizing the Commissioner of Public Works to execute an agreement with the City of Glendale for the improvement of North Range Line Road (North 27th Street) from West Good Hope Road to North Green Bay Road in the 9th Aldermanic District.

This substitute resolution authorizes and directs the Commissioner of Public Works to execute a cost-sharing agreement with the City of Glendale for the improvement of North Range Line Road between West Good Hope Road and North Green Bay Road. The west one-half is in Milwaukee and the east one-half is in Glendale. The project is eligible for 80% Federal/State aid; however, the preliminary engineering will be funded with local funds. The Milwaukee share of preliminary engineering is estimated at $50,600, or 50%. This substitute resolution also directs the City Comptroller to transfer the necessary funds for the City's share of preliminary engineering for the project. Further Common Council action is required before construction can proceed.
BODY:
Whereas, The improvement of North Range Line Road (North 27th Street) between West Good Hope Road and North Green Bay Road is included on the City of Milwaukee Long-Range Major Street Improvement Program; and
Whereas, The west one-half of North Range Line Road (North 27th Street) is located within the City of Milwaukee and the east one-half is located in the City of Glendale; and
Whereas, The improvement of North Range Line Road (North 27th Street) is eligible for Federal/State funds under the Surface Transportation Program (STP); and
Whereas, Both Milwaukee and Glendale intend to utilize their STP funding entitlement for the construction phase of the project, provided funds are available; and
Whereas, The City of Glendale will be lead agency on this project and has submitted a cost-sharing agreement for the project to initiate the preliminary engineering; and
Whereas, The City's share of construction funds will be subject to further Common Council action; and
Whereas, In order to expedite the project, it is proposed to utilize local funding for the preliminary engineering phase of the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized and directed to execute a cost-sharing agreement with the City of Glendale for the improvement of North Range Line Road (North 27th Street) between West Good Hope Road and North Green Bay Road, a copy of which is attached to Common Council Resolution File Number 980796, and is incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That minor changes to the agreement which do not change its intent are hereby approved; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary accounts for preliminary engineering for the project (Expenditure and Revenue), and transfer to any of these accounts the amount required under the agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amount reserved for the grantor's share and local share or $5,000, whichever is greater, and to transfer the corresponding offsetting revenue as follows:
