Title
Substitute resolution authorizing the City to administer a demolition contract in conjunction with the West Fond du Lac Avenue (STH 145) improvement project.
Analysis
This resolution authorizes the proper City agencies to administer and award a demolition contract for the property at 2001 West Fond du Lac Avenue in conjunction with the West Fond du Lac Avenue (STH 145) improvement project from North 36th Street to North 19th Street.  It also authorizes the City Comptroller to transfer funds and create the necessary accounts needed to pay for the administration and award of this contract.  The total cost for demolition of the building and administration of the contract will be reimbursed, in full, by the Wisconsin Department of Transportation (WISDOT).
Body
Whereas, The Common Council of the City of Milwaukee adopted Resolution File Number 890251 on June 6, 1989, authorizing and directing the Commissioner of Public Works to execute an agreement with WISDOT for the programming and construction of West Fond du Lac Avenue between North 36th Street and North 19th Street with State and/or Federal cost participation under the State Trunk Highway Improvement Program; and
 
Whereas, The Common Council of the City of Milwaukee adopted Resolution File Number 000012 on May 19, 2000, approving the plat of right-of-way for Project ID 1360-01-20; West Fond du Lac Avenue between North 36th Street and North 19th Street; and
 
Whereas, The plat of right-of-way includes the acquisition of the property at 2001 West Fond du Lac Avenue to accommodate the construction of the roadway; and
 
Whereas, Acquisition of said property requires the relocation of the current owner and the demolition of the building; and
 
Whereas, The WISDOT, who is acquiring the real estate shown on the right-of-way plat, has requested that the contract for this demolition be locally administered and awarded; and
 
Whereas, All right-of-way acquisitions, relocations, and demolitions deemed necessary for the construction of the roadway are 100% reimbursable by the WISDOT; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the proper City agencies are authorized to administer and award a demolition contract, for the property at 2001 West Fond du Lac Avenue, in conjunction with the West Fond du Lac Avenue improvement project from North 36th Street to North 19th Street; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amount or $5,000, whichever is greater, as follows:
