Title

Substitute resolution implementing provisions relating to establishment of a Special Purpose Account for periodic monitoring and auditing of the Police and Fire Departments.

Analysis

This resolution implements a footnote to a Special Purpose Account in the amount of $50,000 established in the 2007 City Budget, entitled Fire and Police Department Monitoring/Auditing.  This footnote states funds may only be spent for purposes of periodic monitoring and auditing of the Police and Fire Departments, in accordance with the provisions set forth in the Common Council resolution setting the specific limitations on the use of these funds.

 

The Department of Administration and the City Purchasing Director are authorized to develop Request for Proposals for periodic monitoring and auditing of the Police and Fire Departments, and the RFP shall be subject to Common Council review and approval.  A committee shall be established to evaluate proposals and award the contract.  The committee shall be composed of the Mayor or the Mayor’s designee, one Common Council member appointed by the Common Council President, the Chair of the Public Safety Committee, one Fire and Police Commissioner, one Fire and Police Commission staff designee and one Milwaukee Commission on Police Community Relations designee.  The Common Council shall be responsible for authorizing the release of funds.

Body

Whereas, It is vital to the city that the departments responsible for the enforcement of laws and protection of citizens operate in a manner that provides for the confidence and trust of the citizens they protect; and

 

Whereas, The 2006 Best Practices Review of the Fire and Police Commission discusses the importance of reviewing Police Department complaints and internal investigations to ensure thoroughness, fairness and credible results, and that performing regular audits of the Police Department will make the Department more credible and transparent; and

 

Whereas, Methods for performing periodic monitoring and auditing of the Police and Fire Departments should be assessed according to their suitability to the needs of the city and ability to maximize the confidence of the city’s citizens in the Police and Fire Departments; and

 

Whereas, The 2007 City Budget created a Special Purpose Account in the amount of $50,000, entitled Fire and Police Department Monitoring/Auditing, which included a footnote stating funds shall be spent for purposes of periodic monitoring and auditing of the Police and Fire Departments, and no funds may be expended from this account without Common Council approval by resolution; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that funds in a Special Purpose Account established in the 2007 City Budget, entitled Fire and Police Department Monitoring/Auditing, may only be used for purposes of periodic monitoring and auditing of the Police and Fire Departments; and, be it
