The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows:

 

Under Department of Administration, Office of the Director, add footnote designation (B) to one position of “Administration Director (Y)(CCR)”, delete footnote (A) in its entirety, and add new footnote (B) to read:

 

(B)                      The Department of Administration shall examine City and County purchasing opportunities for potential collaborations.

 

Under Innovation Office, delete one position of “Innovation Policy Analyst”.

 

Under Office of Equity and Inclusion, delete Office of Equity and Inclusion, delete all accompanying footnotes, and delete all positions listed in their entirety as follows:

(FT)                      BMD shall explore the feasibility of funding fire apparatus using sales tax proceeds.

 

(VRF)                     The Budget Director shall inform the Common Council by July 31 of any intended increase in the Vehicle Registration Fee or include only 9 months of revenue in the Proposed Executive Budget.

 

Under Department of Administration, Information and Technology Management Division, Policy and Administration Section, add footnote designations (A) and (B) to one position of “Chief Information Officer (Y)(CCR)” and add new footnotes (A) and (B) to read:

 

(A)                      ITMD shall annually report on app usage.

 

(B)                      ITMD shall work with all departments to create a master list of all City controlled social media pages.

 

Under Department of Administration, Intergovernmental Relations Division, add footnote designation (C) to one positon of “Legislative Liaison Director (X)(Y)(CCR)” and add new footnote (C) to read:

 

(C)                      The Intergovernmental Relations Division shall lobby the Wisconsin Department of Transportation to incorporate Vision Zero into its Drivers' Education curriculum.

 

Under Department of Administration, Office of Community Wellness and Safety, delete Office of Community Wellness and Safety, delete all accompany footnotes, and delete all positions listed in their entirety as follows:

(E)                      The City Attorney shall track staff hours for MPS-related services and pursue a memorandum of understanding with MPS that enables the City to bill for those hours.

 

(P)                      The City Attorney shall work with Purchasing to review the insurance requirement for service contracts related to Aldermanic and City-Sponsored events.

 

Under Department of City Development, General Management and Policy Development Decision Unit, Office of the Commissioner, delete one position of “Business Advocacy and Job Growth Liaison (X)(Y)”; add footnote designations (B), (D), (O), and (T) to one position of “Commissioner-City Development (X)(Y)”; and add new footnotes (B), (D), (O), and (T) to read:

 

(B)                      DCD shall study the feasibility of creating a business development and training center.

 

(D)                      DCD shall study the feasibility of creating an Employee Down Payment Assistance Program.

 

(O)                      DCD Shall work with OCWS to develop a proposal to create housing incentives for OCWS staff and contractors.

 

(T)                      DCD shall formalize the funding proposal and allocation approval process for affordable housing projects related to TID closeouts to allow for affordable housing loan guarantees to partner agencies.

 

Under Planning Section, add one position of “Associate Planner”.

 

Under City Treasurer, add footnote designation (B) to one position of “City Treasurer (Y)” and add new footnote (B) to read:

 

(B)                      Beginning in 2027, the City's method of tax receipt delivery will be the same method as property tax payment.

 

Under Common Council-City Clerk, add footnote designation (C) to one position of “City Clerk (D)(Y)” and new footnotes (C) and (F) to read:

 

(C)                      The City Clerk shall engage the Youth Council to help promote internship and apprenticeship opportunities.

 

(F)                      Government Relations staff in the Common Council-City Clerk shall lobby the Wisconsin Department of Transportation to incorporate Vision Zero into its Drivers' Education curriculum.

 

Under Central Administration Division, add footnote designation (F) to one position of “Government Relations Manager - Senior (Y)”, add one position of “Administrative Services Coordinator”, and add one position of “Policy and Administration Coordinator”.

 

Under City Clerk, add new header “Auxiliary Positions”.

 

Under Auxiliary Positions, add new section title of “Office of Youth Engagement”.

(DOL)                      GO MKE Grant: Position authority shall expire 7/31/2028 unless the GO MKE subrecipient grant from Employ    Milwaukee is extended.

 

(RST) To expire 9/29/2026 unless the ReCAST Milwaukee Project grant is extended.

 

Under Comptroller, add footnote designations (C) and (FB) to one position of “Comptroller (V)(Y)” and add new footnotes (C) and (FB) to read:

 

(C)                      The Comptroller shall provide a monthly expenditure report for alldepartmental Special Funds and Special Purpose Accounts.

 

(FB)                      The Comptroller shall develop a fund balance policy and report the policy to the Common Council.

 

Under Department of Employee Relations, Administration Division, add footnote designations (G) and (F) to one position of “Employee Relations Director (E)(Y)(CCR)” and add new footnotes (G) and (F) to read:

 

(G)                      Department of Employee Relations shall adopt updated employee uniform standards designed to promote professionalism, safety, and pride in public service.

 

(F)                      Department of Employee Relations shall regularly produce a report on chronically vacant positions to the Common Council.

 

Under Part 1, Section 1, add new department title of “Department of Equity and Inclusion”.

 

Under Department of Equity and Inclusion, add the following positions and footnotes:

(X)                     Private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.

 

(Y)                     Required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303 - Code of Ethics.

 

(CCR) Shall annually contact each member of the Common Council for the purpose of obtaining feedback from each Council member relating to that person’s performance in their position; and shall annually report to the Common Council on the results of the feedback obtained.

 

Under Health Department, Office of the Commissioner and Health Administration, add footnote designations (F) and (G) to one position of “Commissioner - Health (X)(Y)(CCR)” and add new footnotes (F) and (G) to read:

 

(F)                      The Health Department shall work with the Common Council to fund programs that are working with residents that are affected by the store closures.

 

(G)                      The Health Department to collaborate with the Department of Employee Relations to develop strategies aimed at preventing clinic closures resulting from staffing shortages.

 

Under Health Department, Clinical Services Division, amend footnotes (HPS) and (WFP) to read as follows:

 

(HPS)                                          To expire 12/31/2026 unless the HIV Partner Services grant is extended.

 

(WFP)                                          To expire 12/31/2026 unless the Family Planning Grant is extended.

 

Under Health Department, Environmental Health Division, amend footnote (WLD) to read as follows:

 

(WLD)                                          To expire 12/31/2026 unless the 2026 Lead Detection grant is extended.

 

Under Library, Administrative Services Decision Unit, add footnote (Q) to read:

 

(Q)                      The Milwaukee Public Library Director will report quarterly to the Common Council on metrics determined by the Council.

 

Under Administration Bureau, add footnote designation (Q) to one position of “Milwaukee Public Library Director (X)(Y)(CCR)”.

 

Under Library, Operations Decision Unit, add two positions of “Library Security Guard” and add two positions of “Custodial Worker 2”.

 

Under Library, Patron Experience and Strategy Decision Unit, Branch Library Services Pool, add three positions of “Librarian III (X)”, add five positions of “Library Reference Assistant (X)”, add eight positions of “Library Circulation Services Representative (X)”, and delete six positions of “Library Circulation Services Representative (0.475 FTE)(X)”.

 

Under Central Library Services Pool, delete one position of “Librarian III” and delete one position of “Library Reference Assistant”.

 

Under Humanities & Arts Section, delete one position of “Office Assistant III (0.50 FTE)”.

 

Under Special Collections & Archives Division, add one position of “Office Assistant III (0.50 FTE)”.

 

Under Education and Outreach Services Section, add footnote designation (X) to one position of “Library Services Supervisor”, four positions of “Library Connected Learning Specialist”, and two positions of “Library Circulation Services Representative - Lead”.

 

Under Auxiliary Positions, delete five positions of “Library Circulation Aide (0.50 FTE), delete one position of “Temporary Librarian III” and add one position of “Librarian III”, delete two positions of “Temporary Library Reference Assistant” and add two positions of “Library Reference Assistant”, delete two positions of “Temporary Library Circulation Services Representative” and add two positons of “Library Circulation Services Representative”.

 

Under Municipal Court, add footnote designation (Z) to one position of “Chief Court Administrator (Y)” and add new footnote (Z) to read:

 

(Z)                      The Chief Court Administrator shall report program metrics to the Council quarterly.

 

Under Court Services, add a new header “Court Alternative Services”.

 

Under Court Alternative Services, add one position of “Court Social Worker”, add two positions of “Court Case Manager”, and add one position of “Office Assistant IV”.

 

Under Department of Neighborhood Services, add new footnotes (G), (H), and (I) to read:

 

(G)                      The Department of Neighborhood Services shall explore the legality of publicly posting properties with active DNS orders pending re-inspection and to implement allowed posting activities.

 

(H)                      The Department of Neighborhood Services shall work with the Department of City Development to develop code revisions to allow the reconstruction of a 1-2 unit residential structure, or ancillary structures, with the approval of abutting property owners and the local Common Council member.

 

(I)                      The Department of Neighborhood Services shall explore increasing the fee for expedited permits to the level of full cost recovery.

 

Under Office of the Commissioner, add footnote designations (G), (H), and (I) to one position of “Commissioner-Building Inspection (A)(F)(X)(Y)(CCR)”.

 

Under Port Milwaukee, add footnote designations (A), (B), and (Z) to one positon of “Municipal Port Director (Y)(CCR)” and add new footnotes (A), (B), and (Z) to read:

 

(A)                      Municipal Port Director shall report annually to the Common Council.

 

(B)                      Municipal Port Director and staff to explore options for improving transit connections to the new South Shore Cruise Dock.

 

(Z)                      Port Milwaukee shall connect with the Department of City Development,                     the Innovation Director in the Department of Administration, and the new Innovation position in the Common Council-City Clerk.

 

Under Department of Public Works - Administrative Services Division, add new footnotes (A), (C), (D), (F), (I), (V), (AP), (SC), and (SH) to read:

 

(A)                      The Commissioner of Public Works shall work with the DOA-Information and Technology Management Division to add a tree planting request option to the MKE Mobile Action App.

 

(C)                      DPW shall create a user-friendly way to find information about construction projects and public-facing department activities.

 

(D)                      DPW shall coordinate drop-off and pick-up routes with schools.

 

(F)                      The Commissioner of Public Works shall create a plan for implementing the collection of fares on the Streetcar.

 

(I)                      DPW shall develop a plan to incentivize workers to report illegal dumping and other deleterious activity.

 

(V)                      The Department of Public Works shall study the feasibility of using City fleet vehicles for in-state travel.

 

(AP)                      The Commissioner of Public Works shall develop and present to the Common Council a pilot program and costs for alley plowing.

 

(SC)                      The Commissioner of Public Works shall develop a plan to replace all series circuits in 2027 and report the plan to Council by April 1, 2026.

 

(SH)                      The Commissioner of Public Works shall identify a site and develop a cost estimate for a 3rd Self-Help location.

 

Under Office of the Commissioner, add footnote designations (A), (C), (D), (F), (I), (V), (AP), (SC), and (SH) to one position of “Commissioner-Public Works (X)(Y)(CCR)”.

 

Under Department of Public Works - Infrastructure Services Division, Transportation Infrastructure Decision Unit, Street Maintenance, add three positions of “Infrastructure Repair Worker 1”, add one position of “Infrastructure Repair Crew Leader”, add one position of “Cement Finisher”, and add one position of “Cement Finisher Helper 3”.

 

Under Department of Public Works - Operations Division, Forestry Section, add new footnote (F) to read:

 

(F)                      Forestry Services shall develop and present to the Common Council a pilot program for alternative, innovative uses for the City's urban wood beyond partnership with Kettle Moraine Hardwoods.

 

Under Administration, add footnote designation (F) to one position of “Urban Forestry Services Manager (X)(Y)”.

 

Under Department of Public Works - Transportation Fund, Parking Operations and Maintenance Decision Unit, add new footnote (T) to read:

 

(T)                      The Department of Public Works Transportation Fund shall review its storage policies for towed cars to maximize potential sale revenue.

 

Under Parking Administration/Structures/Meters, add footnote designation (T) to one position of “Parking Services Manager (Y)(D)”.

 

Under Department of Public Works - Water Works, Business Organization, add new footnote (C) to read:

 

(C)                      Milwaukee Water Works shall coordinate with the Milwaukee Health Department when replacing lead water service lines.

 

Under Administration, add footnote designation (C) to one position of “Water Works Superintendent (X)(Y)(CCR)”.

 

Under Special Purpose Account - Board of Zoning Appeals, add new footnote (B) to read:

 

(B)                      The Board of Zoning Appeals shall annually report to the Common Council on applications filed and granted.

 

Under Board of Zoning Appeals Management, add footnote designation (B) to one position of “BOZA Administrative Manager (A)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):

 

Under Department of Public Works - Operations Division, Fleet Services Section, Fleet Store Rooms, delete eight positions of “Inventory Control Assistant 3” and add eight positions of “Inventory Control Assistant 2”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2026 - December 21, 2025):

 

Under Health Department, Office of the Commissioner and Health Administration, Clinic Operations, add footnote designation (A) to one position of “Community Health Administrative Specialist 3 (X)”, and add new footnote (A) to read as follows:

 

(A)                     One position designated as bilingual.

 

Part 4.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 5.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2023 (August 20, 2023).

 

Part 6.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2026 (December 21, 2025).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 7.  This ordinance will take effect and be in force from and after its passage and publication.
