Resolution approving the use of the 2000 Community Development Block Grant funds Large Impact Development Fund. (CDBG)
ANLS:
This resolution authorizes the award of Community Development Block Grant funds to agencies receiving funding from the 2000 Large Impact Development Fund.
 
BODY:
Whereas, The Community Development Policy Committee on February 14, 2000 approved the funding of activities noted below using funds as set aside in resolution 991098 known as the Large Impact Development Fund; and
 
Whereas, CCFN 991079 authorized the allocation of community development entitlement funding for 2000; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that these funds are budgeted for the Community Block Grant Administration which is authorized to:
 
Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
 
Enter in subrecipient contracts as detailed in the grant budget.; and, be it
 
Further Resolved, That the Community Block Grant Administration is responsible for awarding subrecipient contracts for each of the 2000 approved activities for the Large Impact Development Fund as follows:

Further Resolved, That these projects are required to submit budget and activity reports in amounts and according to any conditions approved by the Common Council and the Mayor attached to and made part of this resolution and in conformance with File Number 74-92-5v to the Community Block Grant Administration and the City Comptroller for their review and approval; and be it
 
Further Resolved, That payments for CDBG costs incurred shall be paid in accordance with approved CDBG reimbursement policy based on the approval by the Community Block Administration and City Comptroller of a Budget Forecast (CDA-51) ; and, be it
 
Further Resolved, That except as modified by this resolutions, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v fully applicable to the 2000 Community Development Entitlement Funding Program.
