Analysis:
This substitute resolution authorizes the Milwaukee Police Department to accept and fund a Project Safe Neighborhood Department of Justice, Office of the Justice Programs, Bureau of Justice Assistance grant in the amount of $294,668 with a city share of $0 and a grantor share of $294,668. The grant will be used to address gun violence in Milwaukee through targeted enforcement and prosecution of the most violent gun offenders and their networks.

Whereas, Under CFDA 16.609, the City of Milwaukee appears to be eligible for grant funds from the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, and
Whereas, The operation of this grant from 10/01/15 through 09/30/17 would cost $294,668, which would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2015 Special Revenue-Grant and Aid Projects, the following amount for the program titled: PSN Violent Gang and Gun Crime Grant.

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
