Minutes note: Alison Woznicki, Vice President of Construction for Travaux, explained that ECS Midwest LLC had been the successful bidder for an earlier Request for Proposal for Building Façade Inspections and Repairs at Various Sites. They have completed the first phase, inspection and assessment across seven HACM properties to determine the current state of the façades. The second phase will involve determining what repairs and renovations are needed in order to satisfy the requirements of the City of Milwaukee Code of Ordinances and developing the design solutions needed based on what was discovered during the first inspection phase, as well as overseeing the construction management of the project. ECS Midwest LLC will produce full documentation and construction-ready plans, which will be used by Travaux to separately procure contractors to perform the necessary repairs. The contract for phase one was $132,000. The amount for the phase two designs and oversight has been set as not-to-exceed $280,000, and the work may be split into separate contracts for each development. Since the total for their work will exceed the $250,000 threshold requiring Board approval, staff has brought the item to the Board. In response to questions from Commissioners, Ms. Woznicki further clarified that the costs related to phase two were able to be determined as a result of the findings during the first inspection phase.

WHEREAS, the Housing Authority of the City of Milwaukee (Housing Authority) solicited the Request for Proposals by Official Notice Number 57947 during the period December 13, 2019 through January 14, 2020 for Building Façade Inspections and Repairs at Various Sites; and

 

WHEREAS, five (5) proposals were received by the deadline of 2:00 PM CST on January 14, 2020; and

 

WHEREAS, the proposals were received and opened on January 14, 2020, during which the bidding procedure was conducted in compliance with the requirements of local, state, and federal regulations; and

 

WHEREAS, ECS Midwest LLC (assignee by TRC Environmental Corp.), a qualified and competent bidder, submitted the lowest responsive and responsible proposal in the amount of $132,840.00 for Phase 1 services; ECS Midwest LLC (assignee by TRC Environmental Corp.) has submitted proposals for various locations for design management (Phase 2 services) in the amount of $280,000.00 Not-To-Exceed; therefore, be it,

 

RESOLVED, by the Commissioners of the Housing Authority that they hereby authorize and approve accepting the proposals of and entering into contracts with ECS Midwest LLC (assignee by TRC Environmental Corp.) for design management for Building Façade Inspections and Repairs at Various Sites; and, be it

 

FURTHER RESOLVED, that funds for these services will come from the CFP 2022 and CFP 2024; and, be it

 

FURTHER RESOLVED, that the proper officers of the Housing Authority be and hereby are authorized and directed to properly execute said contracts for and on behalf of the Housing Authority; and, be it

 

FURTHER RESOLVED, that if any non-material change orders or purchase orders including the time of performance are needed, the Chairperson and Acting Secretary-Executive Director may approve such request without any further action of the Commissioners of the Housing Authority; and, be it

 

FURTHER RESOLVED, that all of above is contingent upon receiving the approval of the U.S. Department of Housing and Urban Development, if required; and, be it

 

FURTHER RESOLVED, that all acts previously performed relative to this matter by the Commissioners and the Acting Secretary-Executive Director of the Housing Authority be and hereby are approved, ratified, and confirmed in all respects.
