Resolution relating to application for, and acceptance and funding of, a 2006 USDA Forest Service Urban and Community Forestry Grant titled “Green Schools”.

Analysis

This resolution authorizes the Department of Public Works to apply for, accept and fund a 2006 USDA Forest Service Urban and Community Forestry Grant titled “Green Schools”.  This grant would fund a project to retrofit Milwaukee Public Schools playgrounds by replacing portions of asphalt playgrounds with green spaces planted with trees and turf.  The total project cost is $690,000, of which $345,000 (50%) will be provided by the City and its project partner in the form of in-kind services, and $345,000 (50%) will be provided by the grantor. 

Body

Whereas, The City of Milwaukee appears to be eligible for a 2006 USDA Forest Service Urban and Community Forestry Grant; and

 

Whereas, The Department of Public Works-Operations Division (Forestry Section) would use this grant to conduct a playground greening project, to be known as “Green Schools,” in partnership with Milwaukee Public Schools (“MPS”); and

 

Whereas, This greening project would include the following components:

 

1.                     Increase on-site water storage on MPS playgrounds to reduce stormwater runoff into the area’s combined sewer system.

 

2.                     Improve playgrounds including Lewis Playfield and Norris Playfield, by replacing portions of asphalt surfaces with planted trees and turf.  Remaining sites will be selected based on a survey of interested schools.

 

3.                     Build skills and expose children to forestry-related careers through participation of children from 2 selected schools in landscape design and nursery activities, including tree planting and harvesting.

 

4.                     Create inviting and accommodating community “pocket parks” to improve the quality of life in neighborhoods surrounding MPS school playgrounds, particularly in the most challenged areas of the city, where concrete and asphalt hardscapes are prevalent.

Whereas, The project period for Green Schools is from September 1, 2006 through September 3, 2009, and will cost $690,000, of which $345,000 (50%) will be provided in-kind by the City and $345,000 (50%) by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply for and accept a 2006 Urban and Community Forestry Grant titled “Green Schools” in the amount of $345,000 from the USDA Forest Service without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Encumber in the parent accounts of the 2006 Capital Grant and Aid Project Fund the following amounts for the project:

2.  Create a Capital Grant and Aid Project Fund and the necessary expenditure and revenue accounts, appropriate to these accounts the amounts required under the Grant Agreement, and transfer the corresponding offsetting estimated revenue.

 

3.  Establish the necessary Grant and Aid performance sub-measures.

 

; and, be it

 

Further Resolved, That these funds are appropriated to the Department of Public Works-Operations Division (Forestry Section), which is authorized to:

 

1.  Make expenditures from these funds for specified purposes as indicated in the program budget, a copy of which is attached to this file.

 

2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% or more.

 

3.  Enter into subcontracts and leases to the extent detailed in the project budget.
