Title
Substitute resolution authorizing the Commissioner of Public Works to Execute a Cost Sharing Agreement with United States Geological Survey (USGS) for the Lyons Park Creek.
Analysis
This substitute resolution authorizes the Department of Public Works to execute a Cost Sharing Agreement with the United States Geological Survey (USGS) for the Lyons Creek Storm Water Monitoring.  This monitoring will enable the City to comply with Section D of the Storm Water Permit from the Department of Natural Resources (DNR).
Body
Whereas, On August 1, 2000 the City of Milwaukee was issued a Wisconsin Pollutant Discharge Elimination System (WPDES) Municipal Storm Water Permit No. WI-S049018-2; and
 
Whereas, The City permit requires the periodic submittal of program proposals and contains specific compliance dates; and
 
Whereas, The City of Milwaukee is required by the Storm Water Permit to implement this monitoring program which will determine the level of pollutants in the storm water and the effectiveness of an intensive information and education campaign to improve water quality; and
 
Whereas, United States Geological Survey (USGS) is the nations largest civilian water resources agency and has the principal responsibility within the Federal government for appraising the Nation's water resources; and
 
Whereas, USGS will contribute 25% ($10,200) toward the total annual cost of this educational monitoring project and in the future increase their contribution up to 40% of the total cost of this project; and
 
Whereas, The City involvement in a project like this would result in the following major benefits to the City: reducing the amount of pollution in the Storm Water Runoff; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the proper City official and/or the herein named department head are hereby authorized to execute a Cost Sharing Agreement with USGS.
