Resolution relative to application for, and acceptance and funding of, a National Urban and Community Forestry Advisory Council 2005 Challenge Grant. (Department of Public Works)
Analysis
This resolution authorizes the Department of Public Works-Operations Division (Forestry Section) to apply for, and accept and fund, a 2005 Challenge Grant from the National Urban and Community Forestry Advisory Council.  This grant will be used to fund a three-year pilot program, Grow Green Careers, to guide minority and underserved populations into careers in urban forestry.  The total project cost is $623,147, of which $337,957 (54%) will be provided in-kind by the City and $285,190 (46%) will be provided by the grantor.  The Grow Green Careers program will include the following components:
  1. Partner with Milwaukee Public Schools and the Private Industry Council of Milwaukee County to develop an urban forestry curriculum and focus its use on three target high schools (potentially Milwaukee High School of the Arts, Harold S. Vincent High School and Riverside University High School) to encourage interest and increase awareness of urban forestry among minority and underserved populations.
  2. Expose interested high school students to professional urban forestry operations through summer internship opportunities with the City's Forestry Section.
  3. Provide successful high school internship candidates grant-funded scholarships to pursue post-secondary education through an associate's or bachelor's degree in urban forestry from partner institutions such as Milwaukee Area Technical College, Mid-State Technical College, UW-Stevens Point or Southern University.
  4. Employ college-enrolled students as Urban Forestry Interns in fulfillment of their educational requirements.  Upon completion of an associate's or bachelor's degree in urban forestry, graduates will be offered employment with the City's Forestry Section as Urban Forestry Specialists as positions become available.  Hiring is forecasted for 2008 and will be based on vacancies in existing positions.
  5. Create and distribute CD-Rom materials detailing the unique career- fostering model, as developed by this grant, focused on increasing participation and representation of minority and underserved populations in urban forestry.
 
Body
Whereas, The City of Milwaukee appears to be eligible for 2005 Challenge Grant funds from the National Urban and Community Forestry Advisory Council for development and implementation of a pilot program to guide minority and underserved populations into urban forestry careers; and
 
Whereas, The Department of Public Works-Operations Division (Forestry Section) would use such funds to implement a career-fostering program, known as "Grow Green Careers," that includes the following components:
 
1.      Partner with Milwaukee Public Schools and the Private Industry Council of Milwaukee County to develop an urban forestry curriculum and focus its use on three target high schools (potentially Milwaukee High School of the Arts, Harold S. Whereas, The operation of this grant-supported project from September 1, 2005, through August 31, 2008, will cost $623,147, of which $337,957 (54%) will be provided in-kind by the City and $285,190 (46%), will be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply for and accept a 2005 Challenge Grant in the amount of $285,190 from the National Urban and Community Forestry Advisory Council without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Encumber in the parent accounts of the 2005 Special Revenue Accounts-Grant and Aid Projects the following amounts for the project entitled Urban Forestry Grant:

3.  Establish the necessary Grant and Aid performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Department of Public Works-Operations Division (Forestry Section), which is authorized to:
 
1.  Make expenditures from these funds for specified purposes (personnel, educational grants, printing materials, distribution and website management), as indicated in the program budget, a copy of which is attached to this file.
 
2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% or more.
 
3.  Enter into subcontracts and leases to the extent detailed in the project budget.
