Analysis
This resolution authorizes the Commissioner of Pubic Works to execute a revised Memorandum of Understanding with WiscNet Association concerning the provision of Internet service from WiscNet to the City of Milwaukee in exchange for dark fiber at agreed upon routes and collocation facilities at agreed upon locations within the City.

Body

Whereas, The City of Milwaukee wishes to enhance the access to the next generation of the internet available to the City institutions of higher education; and

Whereas, The “Broadband Optical Research Education And Sciences Network” (BOREAS-Net) is a multi-state consortium of leading research institutions in the upper Midwest.  The purpose of the project is to build and operate a Regional Optical Network (RON) to service the advanced production and experimental network requirements of the research and educational institutions in the upper Midwest.  A RON is considered essential cyber infrastructure needed for the region’s research and education community to compete and collaborate with peers throughout the United States and the world.  The sponsoring institutions view this as critical not only to their ability to recruit and retain top research faculty, but also for our region’s ability to lead and participate in high-technology and biotechnology research projects; and


Whereas, The WiscNet (the "Association") is a not-for-profit association established to further education, research, economic development and public service in the State of Wisconsin by creating and operating a digital communications network interconnecting public and private organizations including the provision of internet services; and

Whereas, The BOREAS-Net preliminary configuration designated UW-Milwaukee as a “spur” on the network with limited access to the potential bandwidth of 320 Gigabits.   In order to make it feasible for UW-Milwaukee to become a node on BOREAS-Net and for other Milwaukee area educational institutions to thereby gain access to this bandwidth several facility requirements are needed including dark fiber in certain routes and collocation facilities in certain locations within the City of Milwaukee; and

 

Whereas, Resolution 041170 authorized the Commissioner of Public Works to execute an agreement between the City of Milwaukee and the Wisconsin Department of Transportation (WISDOT) for the sharing of dark fiber and other communication services; and

 

Whereas, WISDOT has available for leasing to the BOREAS-Net dark fiber located primarily in the I-94 Interstate Highway right of way extending from the Minnesota/Wisconsin border near Hudson, Wisconsin passing by the City of Milwaukee to the Illinois/Wisconsin border near Kenosha, Wisconsin; and

 

Whereas, The agreement authorized by resolution 041170 between the City of Milwaukee and WISDOT involves the installation of dark fiber in routes that would also be needed to enable UW-Milwaukee to become a node on BOREAS-Net; and

 

Whereas, It would be in the best interests of the City of Milwaukee and WiscNet to continue to exchange Internet service from WiscNet to the City of Milwaukee in exchange for dark fiber at agreed upon routes and collocation facilities in certain locations within the City of Milwaukee; and


Whereas, The Memorandum of Understanding attached to the file represents the duties and responsibilities of the City of Milwaukee and the WiscNet Association concerning the provision of internet service from WiscNet to the City of Milwaukee in exchange for dark fiber at agreed upon routes and collocation facilities in certain locations within the City of Milwaukee; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to execute a Memorandum of Understanding with the WiscNet Association concerning the provision of internet services from WiscNet to the City of Milwaukee in exchange for dark fiber at agreed upon routes and collocation facilities in certain locations within the City of Milwaukee.
