Title
Substitute resolution relative to application, acceptance and funding of the Plain Talk Grant-Milwaukee Foundation from the Greater Milwaukee Foundation.
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Plain Talk Grant - Milwaukee Foundation from the Greater Milwaukee Foundation in the amount of $50,000. The purpose of the project is to provide a community-based initiative aimed at helping parent develop the skills and tools they need to communicate effectively with their children about abstinence, healthy relationships, and sexuality.
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Milwaukee Foundation to provide this community-based initiative; and
Whereas, The operation of this grant project from 01/01/07 to 12/31/07 would cost $50,000 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Greater Milwaukee Foundation is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2007 Special Revenue-Grant and Aid Projects Fund, the following amount for the project titled Plain Talk Grant - Milwaukee Foundation:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
1. Expend from the amount appropriated for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2007 grant budget funds for training and out-of-town travel by departmental staff;
3. Expend from the 2007 grant budget for subcontracts and equipment as specified in the grant budget; and, be it
Further resolved, That the Common Council directs that the 2007 Positions Ordinance C.C. File Number 060494, should be amended as follows:
