Title
Resolution amending Common Council File Number 070976 relating to a parking study of the greater downtown area and appropriating funds for this purpose.
Analysis
On January 15, 2008, the Common Council adopted Common Council File Number 070976 directing the Department of City Development (DCD) to prepare a study to determine the needs for parking and investment in public parking facilities in the greater downtown area in conjunction with updating the Downtown Plan. The resolution also directed the Department of Public Works to reimburse DCD up to $30,000, with funds from the 2008 Parking Fund, for costs related to preparing the study. In January 2008, DCD issued an RFP to solicit proposals to conduct the parking study. After reviewing the proposals and selecting the finalists, DCD determined that the cost of the proposals were significantly higher than what was budgeted and in order to complete a parking study additional funding would be required from, DCD accounts, community partners and the Parking Fund. This resolution amends Common Council File 070976 and directs the Department of Public Works to transfer up to $50,000 from the 2008 Parking Fund, rather than the $30,000 originally requested, for costs related to preparing a study of parking and investment in public parking facilities in the greater downtown area.

Whereas, Common Council File Number 070976, adopted, January 15, 2008, directed the Department of City Development (DCD) to prepare a study to determine needs for parking and investment in public parking facilities in the greater downtown area in conjunction with updating the Downtown Plan, and directed the Department of Public Works to reimburse DCD up to $30,000, with funds from the 2008 Parking Fund, for costs related to preparing the study; and
Whereas, In January 2008, DCD issued an RFP to solicit proposals to conduct the study; and
Whereas, DCD received proposals in response to the RFP and whose costs to conduct the study were significantly higher than the $30,000 initially budgeted; and
Whereas, It would be beneficial to the planning activities of both DCD and the Parking Fund to study the needs for parking and investment in public parking facilities in the greater downtown area in conjunction with updating the Downtown Plan; and
Whereas, DCD has determined that both additional funding from DCD accounts, community partners and the 2008 Parking Fund is needed as well as a modification to the study boundaries and scope is necessary; and
Whereas, DCD has determined that an additional $20,000 is needed, for a total of $50,000, from the 2008 Parking Fund to fund a portion of the study; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that Common Council Resolution Number 070976 is amended by deleting the “Further Resolved” clause and inserting in lieu thereof the following: “Further Resolved, The Department of Public Works is directed to transfer up to $50,000 from the 2008 Parking Fund, to DCD for costs related to preparing a study of parking and investment in public parking facilities in the greater downtown area.”
