Title
Substitute resolution relating to the appropriation of American Rescue Plan Act funds for various purposes.
Analysis
This resolution appropriates, allocates, and reallocates American Rescue Plan Act State and Local Fiscal Recovery Funds from various programs to salaries (revenue-loss salaries) in 2024, and further appropriates and allocates the remaining portion of the City’s American Rescue Plan Act State and Local Fiscal Recovery Fund allocation to revenue-loss salaries in 2024.
Body
Whereas, The City of Milwaukee has received $394,226,649 in American Rescue Plan Act State and Local Fiscal Recovery Funds (“ARPA SLFRF”) from the U.S. Department of the Treasury; and
Whereas, The City has previously allocated and appropriated approximately $301,499,100.50 of the ARPA SLFRF to various programs throughout the City; and
Whereas, The City wishes to reallocate and appropriate approximately $17,516,599.69 of the previously allocated ARPA SLFRF, as described in Exhibit A, to salaries (revenue-loss salaries) in 2024; and
Whereas, The City also wishes to allocate and appropriate the remaining $92,727,548.50 of currently unallocated ARPA SLFRF to revenue-loss salaries in 2024; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the ARPA SLFRF program budgets are reduced as reflected in Exhibit A, and those amounts are reallocated to fund ARPA SLFRF revenue-loss salaries as described in the 2024 Budget; and, be it
Further Resolved, That the remaining $92,727,548.50 of unallocated ARPA SLFRF be appropriated and allocated to fund revenue-loss salaries as described in the 2024 Budget, and, be it
Further Resolved, That the appropriate City departments are authorized to expend the appropriated, allocated, and reallocated monies as described above, and to enter into, cancel, or amend any contracts as may be necessary to implement the intent of this resolution; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2024 Special Revenue Grant and Aid Projects fund, the following amount for the program titled: 2021-26 ARPA SLFRF Grant(optional):

2. Create the necessary grant and aid project/grant and project/grant levels, budget against these project grant values the amount required under the grant agreement;

Further Resolved, That the appropriate City departments, the City Comptroller, and the Department of Administration may take such further action, including minor, nonmaterial adjustments to budgets and grant accounts, as necessary to implement the intent of this resolution.
