Title
A substitute resolution relating to the exploration and development of external partnerships for street maintenance.
Analysis
This resolution directs the Department of Public Works and the Department of Compliance and Engagement to explore opportunities to develop external partnerships to support street maintenance activities in the City of Milwaukee. The resolution further directs the Department of Public Works to report its findings and recommendations to the Common Council.
Body
Whereas, The City of Milwaukee is responsible for maintaining a safe, reliable, and accessible public right-of-way system for residents, businesses, visitors, and all users of City streets; and
Whereas, Street maintenance is essential to public safety, neighborhood quality of life, economic activity, emergency response, and transit access throughout the city; and
Whereas, The City faces ongoing challenges related to aging infrastructure, limited resources, increased service demands, and the need to maintain streets in a timely and cost-effective manner; and
Whereas, External partnerships may provide opportunities to improve street maintenance efforts and increase workforce development opportunities; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works and Department of Compliance and Engagement are directed to explore opportunities to develop external partnerships for street maintenance activities in the City of Milwaukee; and, be it
Further Resolved, That the Department of Public Works shall evaluate potential partnership models, including partnerships with other governmental entities, private contractors, nonprofit organizations, neighborhood organizations, institutions, and other relevant stakeholders; and, be it
Further Resolved, That the Department of Public Works shall submit a written report to the Common Council within 90 days of adoption of this resolution detailing its findings, potential partnership opportunities, recommended next steps, and any legislation or budgetary authorization necessary to implement such partnerships.
