Substitute resolution relative to application, acceptance and funding of a Aggressive Driving Demonstration Grant.
ANLS:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund an Aggressive Driving Demonstration Grant from the National Highway Traffic Safety Administration in the amount of $684,901 with a city share of $208,376 and a grantor share of $476,525. The purpose of the project is to conduct a pilot program using education and enforcement to reduce the number of aggressive driving instances including: speeding; tailgating; unsignaled lane changes; failure to yield; red light running; and other aggressive driving behaviors.
BODY:
Whereas, Under CFDA #20.600, The City of Milwaukee appears to be eligible for grant funds from the National Highway Traffic Safety Administration for an Aggressive Driving Demonstration Grant; and
 
Whereas, The operation of this grant project from National Highway Traffic Safety Administration would cost $684,901 of which $208,376 (30%) would be provided by the city and $467,525 (70%) would be provided by the grantor; and
 
Whereas, The local share of this grant project $208,376 or 30% can be provided from the following sources:
 
In-Kind City Share (Milwaukee County)    $  41,000
In-Kind City Share (City of Milwaukee)     $167,376
 
; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the National Highway Traffic Safety Administration is authorized and the Milwaukee Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843; and, be it
 
Further Resolved, That the appropriate City officials are hereby authorized to enter into subrecipient contract and agreement with the Milwaukee County and the amount to be awarded to the Milwaukee County under the Aggressive Driving Demonstration Grant will be $54,925; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Milwaukee Police Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent;
 
3. Expend from 1998 project budget funds for specific items of equipment as indicated in the program budget;
 
4. Expend from 1998 project budget funds for training and out-of-town travel by departmental staff;
 
5. Enter into subcontracts and leases as detailed in the project budget.
