Substitute resolution relative to the reduction of 2005 HUD funding for Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grant (ESG), Housing Opportunities for Persons With AIDS (HOPWA) and American Dream Downpayment Initiative (ADDI).

Whereas, The Common Council of the City of Milwaukee on 11/3/2004 approved the anticipated Housing and Urban Development funding awards for 2005 as follows: CDBG $20,000,000; HOME $7,000,000; ESG $766,449; HOPWA $512,000; and ADDI $369,000; and
 
Whereas, The Community Block Grant Administration (CBGA) was notified by HUD on 12/22/2004 that the actual 2005 funding awards would be as follows: CDBG $19,617,242; HOME $6,844,707; ESG $757,655; HOPWA $487,000; and ADDI $210,439; and
 
Whereas, The shortfall for each 2005 HUD funded award is CDBG ($382,758); HOME ($155,293); ESG ($8,794); HOPWA ($25,000), and ADDI ($158,561); and
 
Whereas, The Community & Economic Development Committee recommends approval to reduce the CDBG award to the Large Impact Development Pool from $100,000 to $0, and reduce the CDBG Acquire/ Rehab/Sell & New Construction Pool from $138,000 to $0, and restore funding to these activities during the reprogramming cycle leaving a CDBG deficit of ($144,758); and
 
Whereas, The Committee recommends approval to use the CDBG Contingency account to restore both the CDBG shortfall of ($144,758) and the ESG shortfall of ($8,794); and
 
Whereas, The Committee recommends approval to reduce the HOME Acquire/Rehab Sell & New Construction Pool from $510,000 to $354,707 to absorb the HOME shortfall of ($155,293).  This activity will be restored during the HOME reprogramming cycle; and
 
Whereas, The Committee recommends approval to reduce the HOPWA 2005 award as follows:

Whereas, The Committee recommends approval to reduce the 2005 ADDI funding awarded to Select Milwaukee from $369,000 to $210,439; now therefore, be it
 
Resolved, By The Common Council of the City of Milwaukee, that these changes are hereby approved to the 2005 HUD awards as stated above; and, be it
 
Further Resolved, That CBGA is responsible for awarding subrecipient contracts for the approved 2005 activities; and, be it
 
Further Resolved, That the subrecipient organization shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Block Grant Administration and the City Comptroller for review and approval; and, be it      
 
Further Resolved, That payments for CDBG cost incurred shall be paid in accordance with approved CDBG reimbursement policy based on the approval by the Community Block Grant Administration and the City Comptroller; and, be it
 
Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v are fully applicable to the 2005 Community Development Entitlement Funding Program.
