Title

A substitute ordinance to further amend the 2024 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Department of Administration (Intergovernmental Relations Division), Common Council-City Clerk, City Treasurer, Comptroller, Department of Emergency Communications, Department of Employee Relations, Fire Department, Health Department (Clinical Services Division; Community Health Division; Policy, Innovation & Engagement Division), Mayor, Police Department

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Health Department, Policy, Innovation & Engagement Division”, amend footnote (EDET) to read:

 

(EDET)                      To expire 7/31/2026 unless the ELC COVID-19 Enhancing Detection Grant is extended.

 

Under “Health Department, Clinical Services Division”, amend footnotes (EDET), (EDEX), (LAMD), and (SHRP) to read:

 

(EDET)                      To expire 7/31/2026 unless the ELC COVID-19 Enhancing Detection Grant is extended.

 

(EDEX)                      To expire 7/31/2026 unless the ELC COVID-19 Detection Expansion Grant is extended.

 

(LAMD)                      To expire 7/31/2026 unless the AMD Sequencing & Analytics Project E: Emerging Issues grant is extended.

 

(SHRP)                      To expire 7/31/2026 unless the Strengthening HAI/AR Program (SHARP) grant is extended.

 

Under “Laboratory”, add footnote designation (LAMD) to one position of “Public Health Laboratory Operations Manager (X)(Y)” and delete footnote designation (SHRP) to one position of “Microbiologist (SHRP)(SRG)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2024 - December 24, 2023):

 

Under “Common Council-City Clerk, Central Administration Division”, delete one position of “Legislative Assistant (Y)” and add one position of “Legislative Assistant (E)(Y)”.

 

Under “Council Records Section”, delete two positions of “Staff Assistant” and add two positions of “Staff Assistant (E)”.

 

Under “License Division”, delete one position of “License Specialist III (Y)” and add one position of “License Specialist III (E)(Y)”.

 

Under “City Treasurer, Tax Enforcement Division”, delete one position of “Tax Enforcement Specialist (Y)”, add one position of “Tax Enforcement Specialist (A)(Y)”, and add new footnote (A) to read:

 

(A)                      Position is designated as bilingual.

 

Under “Department of Emergency Communications”, delete eight positions of “Emergency Communications Officer IV”, add eight positions of “Emergency Communications Officer IV (A)”, and add new footnote (A) to read:

 

(A)                      Position is designated as bilingual.

 

Part 3.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2024 - August 4, 2024):

 

Under “Fire Department, EMS/ Training/ Education Bureau Decision Unit, Training Division”, delete one position “Fire Community Relations Director” and add one position of “Fire Lieutenant”.

 

Under “Community Relations Section”, delete one position of “Fire Lieutenant” and add one position of “Fire Community Relations Director”.

 

Part 4.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2024 - October 13, 2024):

 

Under “Department of Administration, Intergovernmental Relations Division”, delete one position of “Legislative Fiscal Manager - Senior (Y)” and add one position of “Government Relations Manager - Senior (Y)”; delete one position of “Legislative Fiscal Manager (Y)” and add one position of “Government Relations Manager (Y)”.

 

Under “Common Council - City Clerk, Central Administration Division”, delete one position of “Intergovernmental Policy Manager - Senior (Y)” and add one position of “Government Relations Manager - Senior (Y)”; delete one position of “Intergovernmental Policy Manager (Y)” and add one position of “Government Relations Manager (Y)”; delete three positions of “Executive Administrative Assistant I (0.5 FTE) (Y)” and add three positions of “Executive Administrative Assistant (0.5 FTE) (Y)”; delete three positions of “Executive Administrative Assistant I (0.5 FTE) (Y)(E)” and add three positions of “Executive Administrative Assistant (0.5 FTE) (Y)(E)”; delete one position of “Executive Administrative Assistant II” and add one position of “Executive Administrative Specialist”.

 

Under “License Division”, delete one position of “License Coordinator (Y)” and add one position of “License Division Supervisor (Y)”.

 

Under “ Legislative Reference Bureau Division”, delete six positions of “Legislative Fiscal Analyst - Lead” and add six positions of “Legislative and Fiscal Services Specialist”; delete two positions of “Fiscal Planning Specialist” and add two positions of “Legislative and Fiscal Services Specialist - Lead”.

 

Under “Comptroller, Administration Division”, delete one position of “Executive Administrative Assistant II” and add one position of “Executive Administrative Specialist”.

 

Under “Department of Emergency Communications, delete two positions of “Business Systems Administrator” and add two positions of “Emergency Communications Systems Administrator”.

 

Under “Department of Employee Relations, Operations Division, Compensation and Pay Administration Services”, delete one position of “Pay Services Supervisor” and add one position of “Human Resources Representative”, delete one position of “Human Resources Representative” and add one position of “Compensation Supervisor”.

 

Under “Health Department, Community Health Division, Women, Infants & Children”, delete eight positions of “Community Health Nutritionist 3 (X)(WIC)” and add eight positions of “Community Health Nutritionist 2 (X)(WIC)”; delete five positions of “Community Health Dietician 3 (X)(M)(WIC)” and add five positions of “Community Health Dietician 2 (X)(M)(WIC)”.

 

Under “Mayor, Administration”, delete one position of “Policy and Administration Director (Y)” and add one position of “Senior Policy Director - Mayor (Y)”; delete one position of “Staff Assistant-Manager (Y)” and add one position of “Director of Community Relations and Partnerships (Y)”; delete one position of “Community Outreach Liaison (Y)” and add one position of “Staff Assistant to the Mayor (Y)”; delete one position of “Administrative Support Specialist (Y)” and add one position of “Administrative Specialist - Senior (Y)”; delete one position of “Office Assistant III” and add one position of “Program Assistant I”.

 

Under “Police Department, Office of the Chief”, delete one position of “Staff Assistant-Sr” and add one position of “Staff Assistant - Police”.

 

Under “Records Management Section”, delete one position of “Police Records Specialist III” and add one position of “Document Technician III”.

 

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2024 (December 24, 2023).

 

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 17, 2024 (August 4, 2024).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2024 (October 13, 2024).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
