Title

A substitute ordinance to further amend the 2023 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Health Department (Clinical Services Division; Community Services Division; Office of the Commissioner and Health Administration; Policy, Innovation, and Engagement Division), Police Department

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Health Department, Community Health Division”, delete footnote “(E)” in its entirety and add footnotes “(FFHV)” and “(HWF): to read as follows:

 

“(HWF)                      To expire September 30, 2025 unless Healthy Wisconsin Families: Investing in the Infrastructure of Maternal and Infant Health grant is extended.”

 

“(FFHV)                      To expire 9/30/2024 unless the Family Foundations Home Visiting grant is extended.”

 

Under “Empowering Families of Milwaukee (EFM)”, delete footnote designations “(E)” and “(G)” from and add footnote designation “(FFHV)” to seven positions of “Public Health Nurse 3 (E)(G)(X)”; delete footnote designation “(E)” from and add footnote designation “(FFHV)” to seven positions of “ Public Health Social Worker 3 (E)(X)”, three positions of “Fatherhood Involvement Specialist 3 (E)(X)”, one position of “Empowering Families of Milwaukee Manager (E)(X)(Y)”, one position of “Public Health Nurse Senior (E)(X)(Y)”, and one position of “Health Project Supervisor - DADS (X)(E)(Y)”; delete two positions of “Health Project Coordinator - EFM (E)(X)(Y), delete one position of “Health Project Supervisor - EFM (E)(X)(Y)”, and add three positons of “Health Project Supervisor - EFM (FFHV)(X)”; delete one position of “Community Health Administrative Assistant (E)” and one position of “Community Outreach Specialist (J)(X)”; and add one position of “Office Assistant II (FFHV)”.

 

Under “Maternal & Child Health”, add footnote designation “(HWF)” to one position of “Doula Program Manager (X)(Y)(PP)” and one position of “Doula Senior (X)(PP)”; delete one position of “Doula 3 (X)” and add three positions of “Doula 3 (X)(HWF)”.

 

Under “Health Department, Office of the Commissioner and Health Administration”, delete footnote “(YY)” in its entirety and add footnote “(WVP)” to read as follows:

 

“(WVP)                     To expire 12/31/2026 unless the State ARPA Recovery Grant is extended.”

 

Under “Office of Violence Prevention”, delete footnote designations “(L) (V) (W) (Z) (BB) (CC) (EE) (KK) (RST)” from and add footnote designation “(WVP)” to one position of “Violence Reduction & Prevention Program Director (L) (V) (W) (X) (Y) (Z) (BB) (CC) (EE) (KK) (RST)”; delete footnote designation “(YY)” from and add footnote designation “(WVP)” to one position of “Office of Violence Prevention Operations Manager (X)(YY)” and one position of “Community Outreach Project Liaison (X)(YY); add footnote “(WVP)” to one position of “Community Violence Prevention Manager (X)(Y)”; delete one position of “Community Violence Prevention Coordinator (X)(Y)(VV)”, delete one position of “Community Violence Prevention Coordinator (X)(YY)(VV)”, and add two positions of “Community Violence Prevention Coordinator (X)(WVP)(VV)”; delete footnote designation “(YY)” from and add footnote designations “(Y)” and “(WVP)” to one position of “Suicide Prevention Manager (X)(YY)”; delete one position of “Family Violence Prevention Program Coordinator (K)(X)(Y)” and add two positions of “Family Violence Prevention Program Coordinator (X)(WVP)”; delete one position of “Youth Violence Prevention Manager (YY)”; and add one position of “Family Violence Prevention Manager (X)(Y)(WVP)”.

 

Under “Finance & Administration”, delete footnote designation “(YY)” from and add footnote designation “(WVP)” to one position of “Grant Compliance Coordinator (X)(YY)”.

 

Under “Health Department, Policy, Innovation & Engagement Division”, add footnote “(WVP) as follows:

 

“(WVP)                     To expire 12/31/2026 unless the State ARPA Recovery Grant is extended.”.

 

Under “Community Health Planning & Coordination”, add one position of “Data and Evaluation Coordinator (WVP)”.

 

Under “Communications”, delete footnote designation “(Y)” from and add footnote designation “(WVP)” to one position of “Marketing & Communications Coordinator (X)(Y)”.

 

Under “Health Department, Clinical Services Division”, add new footnote “(EDEX)” as follows:

 

“(EDEX)                      To expire 7/31/2024 unless the ELC COVID-19 Detection Expansion grant is extended.”

 

Under “Laboratory”, add footnote designation “(EDEX)” to one position of “Microbiologist-Senior (X)(BB)”; delete one position of “Microbiologist”, and add one position of “Microbiologist (EDEX)” and one position of “Microbiologist (EDEX)(FF)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):

 

Under “Police Department, Printing & Stores Section”, delete one position of “Inventory Control Assistant II”, delete one position of “Inventory Control Assistant III”, and add two positions of “Inventory Control Assistant 3”.

 

Part 3.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 4.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2023 (August 20, 203).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 5.  This ordinance will take effect and be in force from and after its passage and publication.
