Analysis
This resolution authorizes the Commissioner of Public Works  and Comptroller to execute Local Force Account agreements with the Wisconsin Department of Transportation for the installation  of traffic signal improvements using City forces at various intersections citywide under seven Highway Safety Improvement Program projects in various Aldermanic Districts. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project. The total estimated cost of all seven projects is $289,362.57, with an estimated grantor share of $243,756.31, and an estimated City share of $45,606.26.
Body
Whereas, Seven Project Agreements for the installation of traffic signal improvements under the 2011 Highway Safety Improvement Program (HSIP) were approved by the Common Council under File Numbers 071689, 090888, and 100135; and
 
Whereas, The proposed projects include the installation of overhead mast arm signals, vehicle detection loops, pedestrian pushbuttons, and other traffic signal improvements at 28 intersections Citywide as shown in the attached maps; and
 
Whereas, The HSIP is intended to reduce the number and severity of vehicle and pedestrian crashes; and
 
Whereas, The total estimated cost of the seven projects is $289,362.57 for traffic control signal improvements; and
 
Whereas, $45,606.26 is not reimbursable and is included in the Division's 2011 Capital Purpose Project/Grant Number ST320110000; and
 
Whereas, $243,756.31 is reimbursable from the Wisconsin Department of Transportation (WISDOT), and should be earmarked for this project in the 2011 Capital Grant and Aids Projects Fund Project/Grant Number SP032110100; and
 
Whereas, WISDOT requires the execution of seven Local Force Account agreements to allow City forces to construct these improvements using Federal funding; and
 
Whereas,  The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works approval; and    
 
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute seven Local Force Account agreements with WISDOT for the installation of traffic control signal improvements with City forces under seven Highway Safety Improvement Program projects with unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, copies of which are attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
 
Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install traffic signal improvements with City forces at various intersections citywide; and, be it
 
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:
