Resolution directing the Chair of the Board of Commissioners of the Housing Authority of the City of Milwaukee and Staff to take any approved or appropriate steps to advance the recruitment and evaluation process, including but not limited to moving forward selected candidates

Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) is a public body, corporate and politic, duly created, organized and existing under the provisions of Wisconsin State Statutes 66.1201; and
WHEREAS, HACM has engaged The Organizational Leadership Edge (TOLE) to assist HACM with its search for a permanent Secretary-Executive Director; and
WHEREAS, HACM’s Board of Commissioners has created an Executive Search Committee comprised of both Board Commissioners and individuals with subject-matter expertise from outside HACM in an effort to transparently seek input from various community stakeholders during the process of selecting the permanent Secretary-Executive Director; and
WHEREAS; the Executive Search Committee hosted Community and Political Stakeholder Meetings, developed an Ideal Candidate Profile, an updated Job Description and a Flyer regarding the position, agreed upon rating and ranking criteria to determine an initial group of candidates to be interviewed and rating and ranking criteria for the evaluation of those interviewed, performed interviews with an initial group of candidates, and made recommendations that the HACM Board to schedule stakeholder events and meetings as part of the process of the Board’s selection of a final candidate and agreed to recommend the following candidates for the consideration of the Board of Commissioners: Berdie Cowser, Harold S. Ince, Jr., Keon Jackson, Ralph Jordan and Rick W Toney; and
WHEREAS, HACM’s Board of Commissioners have received all materials created by or relied upon by the Executive Search Committee to come to their recommendations to ensure the Board is in a position to make a fully-informed decision regarding the interviewing and hiring of a Secretary-Executive Director; and
WHEREAS, HACM’s Board of Commissioners received the candidates recommended by the Executive Search Committee at its January 22nd, 2026 regularly scheduled Board Meeting; and
WHEREAS, at this time, HACM’s Board of Commissioners have made recommendations that the HACM Board Chair and staff schedule events and meetings as part of the recruitment and evaluation process, and that the Board would like to move forward with the below-named candidates as part of that process; and
WHEREAS, HACM’s Board of Commissioners has the sole authority over the recruitment and evaluation process, selection of the final candidate and the oversight of HACM’s Secretary-Executive Director and will make the final determination over any candidates to be interviewed by the Board of Commissioners themselves; now therefore be it
RESOLVED, based on their discussion, that HACM’s Board of Commissioners empowers the Chair of HACM’s Board of Commissioners and appropriate staff to develop and schedule various in-person and remote interviews with the Board of Commissioners, community and stakeholder events, and other meetings as part of the recruitment and evaluation process; and, be it
FURTHER RESOLVED, based on its review of candidates, that HACM’s Board of Commissioners, at this time, will move forward with [remote/in-person] interviews the following candidates as part of that process

FURTHER RESOLVED; that the HACM Board of Commissioners reiterates that it has the sole authority and final decision-making power regarding the recruitment and evaluation process and selection of final candidates, and the selection and oversight of the permanent Secretary-Executive Director.
