Substitute resolution approving levying of assessments and construction of assessable public improvement projects at various locations and appropriating funds for these purposes with the City cost of these projects approved by this resolution is estimated to be $1,220,950 for a total estimated cost of $1,972,900.
Analysis
This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held. The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements. Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:
1st Aldermanic District
Alley betw. W. Rohr Ave., N. Sherman Blvd., W. Villard Ave., N. 44th St. (ST212220109) File Number 220617: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund - $58,400; Nonassessable Alley Paving Fund -- $133,300). The total estimated cost for this project including the requested amount is $340,000. This project is anticipated to be completed during the 2024 construction season.
2nd Aldermanic District
W. Gertrude Dr. - W. Stark St. to W. Grantosa Dr. (ST211210219) File Number 221810: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (8’ width of tree border area), and grading. (Assessable Reconstruction Paving Fund - $19,700; Nonassessable Reconstruction Paving Fund -- $305,300). The total estimated cost for this project including the requested amount is $355,000. This project is anticipated to be completed during the 2024 construction season.

Alley betw. N. Bremen St., E. Center St., E. Clarke St., N. Weil St. (ST212220121) File Number 221267: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund - $21,800; Nonassessable Alley Paving Fund -- $84,700). The total estimated cost for this project including the requested amount is $190,000. This project is anticipated to be completed during the 2024 construction season.

Chambers St., N. 88th St., N. 89th St. (ST212220110) File Number 220617: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund - $62,300; Nonassessable Alley Paving Fund -- $147,600). The total estimated cost for this project including the requested amount is $390,000. This project is anticipated to be completed during the 2024 construction season.
8th Aldermanic District
S. 38th St. - W. Greenfield Ave. to W. National Ave. (ST211230142/ST214240101) File Number 231463: Installing traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $1,700; Nonassessable Reconstruction Paving Fund -- $1,000; Developer Paving Fund -- $11,700). The total estimated cost for this project including the requested amount is $17,600. This project is anticipated to be completed during the 2024 construction season.
S. 38th St. at W. Scott St. (ST211240114/ST214240102) Installing traffic circle. (Assessable Reconstruction Paving Fund - $7,000; Nonassessable Reconstruction Paving Fund -- $1,000; Developer Paving Fund -- $10,150). The total estimated cost for this project including the requested amount is $20,300. This project is anticipated to be completed during the 2024 construction season.

Morgan Ave., S. 61st St., S. 63rd St. (ST212220101) File Number 211996: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund - $68,300; Nonassessable Alley Paving Fund -- $117,300). The total estimated cost for this project including the requested amount is $355,000. This project is anticipated to be completed during the 2024 construction season.

Morgan Ave., S. 9th Pl., S. 11th St. (ST212200101) File Number 200921: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund - $63,300; Nonassessable Alley Paving Fund -- $106,400). The total estimated cost for this project including the requested amount is $305,000. This project is anticipated to be completed during the 2024 construction season.

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it
Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it
Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it
Further Resolved That a portion of the speed hump projects will be utilizing ARPA (American Rescue Plan Act) funds: The project/grant number is RG1515236107; and, be it
Further Resolved That a portion of the traffic circle project will be utilizing ARPA (American Rescue Plan Act) funds: The project/grant number is RG1515236108; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That projects W. Rohr Ave. Alley (ST212220109), W. Gertrude Dr. (ST211210219), N. Bremen St. Alley (ST212220121), W. Burleigh St. Alley (ST212220110), S. 38th St. (ST211230142), S. 38th St. (ST211240114), W. Eden Pl. Alley (ST212220101), W. Eden Pl. Alley (ST212200101) will be billed after January 1, 2026, but not before 12 months after the project contract has been completed.
