Title
Substitute resolution appropriating up to $750,000 for the Department of Neighborhood Services' Code Compliance Program.
Analysis
This resolution allows the use of Partnerships in Affordable Ownership Housing Initiative funding totaling $500,000 for deferred payment loans to households with critical repair needs as a result of recent flooding. This resolution also uses $250,000 of Community Development Block Grant funding.
Body
Whereas, The Department of Neighborhood Services’ Code Compliance Program preserves existing affordable homeownership by providing deferred payment loans to eligible low-income homeowners with critical repair needs to address code violations and similar items that could make homes uninhabitable; and
Whereas, As a result of a catastrophic flooding event which occurred on August 9 and August 10, 2025, Department of Neighborhood Services reports indicate that there are more than 400 homes with critical repair needs within the city of Milwaukee, including emergency repairs required to make homes habitable through furnace, electrical panel, and water heater replacement; and
Whereas, There is an urgent need to assist homeowners in making flood-related repairs prior to the cold weather season and other circumstances that may cause housing displacement; and
Whereas, The Common Council approved funding for various programs during the 2025 Community Development Block Grant funding allocation process; and
Whereas, There are CDBG-funded projects that are not moving forward, have unexpended balances and have program income received that is available to support affordable housing activities including the Code Compliance Program; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Department of City Development is authorized to use up to $500,000 from the Partnerships in Affordable Ownership Housing Initiative fund to reimburse the Department of Neighborhood Services for providing eligible homeowners with deferred payment loans; and, be it
Further Resolved, That the first $500,000 received in repayment of loans issued through the Code Compliance Program after the effective date of this resolution shall be credited to the Partnerships in Affordable Ownership Housing Initiative fund; and, be it
Further Resolved, That the Department of Neighborhood Services is authorized to enter into such contracts and agreements as necessary to accomplish the intent and purpose of this resolution; and, be it
Further Resolved, That a Community Development Block Grant award of $250,000 for the Code Compliance Program is approved; and, be it
Further Resolved, That the Community Development Grants Administration is responsible for awarding a contract for activities related to the Code Compliance Program funded by the Community Development Block Grant award; and, be it
Further Resolved, That the Department of Neighborhood Services shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it
Further Resolved, That payments for Community Development Block Grants costs incurred shall be paid in accordance with approved CDBG reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller; and, be it
Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v are fully applicable to the 2025 Community Development Entitlement Funding Program; and, be it
Further Resolved, That the City Comptroller and other appropriate City officials are directed to take all actions necessary to fulfill the intent of this resolution.
