Analysis
This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held. The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements. Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:
1st Aldermanic District
N. 24th Pl. - W. Cornell St. to W. Purdue St. (ST210130101) File Number 121089: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (8-foot width of tree border area), and grading. (Assessable New Paving Fund -- $9,600; Nonassessable New Paving Fund -- $100,000). The total estimated cost for this project including the requested amount is $117,000. This project is anticipated to be completed during the 2013-2014 construction season.
4th Aldermanic District
W. Juneau Ave. - N. 22nd St. to N. 24th St. (ST211130198): Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund -- $3,000; Nonassessable Reconstruction Paving Fund -- $11,000). The total estimated cost for this project including the requested amount is $14,000. This project is anticipated to be completed during the 2013 construction season.
W. Kilbourn Ave. (North Side) - Milwaukee River to N. Old World Third St. and N. Old World Third St. (East Side) -W. Kilbourn Ave. to W. State St. (ST211130199) File Number 130360: Remove and replace walk as necessary. (Assessable Reconstruction Paving Fund -- $7,900; Nonassessable Reconstruction Paving Fund -- $30,000). The total estimated cost for this project including the requested amount is $43,000. This project is anticipated to be completed during the 2013 construction season.

N. 94th St. - W. Burleigh St. to W. Keefe Ave. (ST211130112) File Number 110352: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (7-foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $62,000; Nonassessable Reconstruction Paving Fund -- $310,000). The total estimated cost for this project including the requested amount is $400,000. This project is anticipated to be completed during the 2013-2014 construction season.

N. Buffum St. - A point 350 feet south of E. Keefe Ave. to E. Keefe Ave. (ST210120101) File Number 111166: Concrete pavement reconstruction, replace all curb and gutter, sidewalk and driveway approaches, sodding (6-foot width of tree border area), and grading. (Assessable New Paving Fund -- $4,200; Nonassessable New Paving Fund -- $100,000). The total estimated cost for this project including the requested amount is $105,000. This project is anticipated to be completed during the 2013 construction season.

S. 26th St. - W. Scott St. to W. Pierce St. (ST211130125) File Number 110831: Pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (0-5 foot width of tree border area), grading, and tree removal where necessary. (Assessable Reconstruction Paving Fund -- $27,600; Nonassessable Reconstruction Paving Fund -- $435,000). The total estimated cost for this project including the requested amount is $500,000. This project is anticipated to be completed during the 2013-2014 construction season.

River View Subdivision: W. Fountain Ave., W. Parkland Ct., W. Lolita Ave., N. 94th St. and N. River View Ct. (ST210130103) File Number 130232: Asphalt pavement overlay and construct new walk. (Assessable New Paving Fund -- $15,100; Nonassessable New Paving Fund -- $150,000). The total estimated cost for this project including the requested amount is $185,000. This project is anticipated to be completed during the 2013 construction season.

S. Pearl St. - W. Mitchell St. to S. Cesar E. Chavez Dr. (Including W. Bow St. - S. Cesar E. Chavez Dr. to S. Pearl St. and Intersection Modification at S. 19th St.) (ST211130127) File Number 110831: Pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (0-5 foot width of tree border area), grading, and tree removal where necessary. (Assessable Reconstruction Paving Fund -- $14,900; Nonassessable Reconstruction Paving Fund -- $400,000). The total estimated cost for this project including the requested amount is $450,000. This project is anticipated to be completed during the 2013-2014 construction season.
S. 18th St. - W. Burnham St. to S. Pearl St. (ST211130128) File Number 121682: Pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, narrow roadway from 40 feet to 36 feet, sodding (5-foot width of tree border area), grading, and tree removal where necessary. (Assessable Reconstruction Paving Fund -- $27,900; Nonassessable Reconstruction Paving Fund -- $260,000). The total estimated cost for this project including the requested amount is $316,000. This project is anticipated to be completed during the 2013-2014 construction season.

W. Zellman Ct. - S. 13th St. to a point west of S. 13th St. (ST211130113) File Number 110831: Concrete pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, construct new walk, sodding (0-6 foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $25,200; Nonassessable Reconstruction Paving Fund -- $130,000). The total estimated cost for this project including the requested amount is $170,000. This project is anticipated to be completed during the 2013-2014 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and
Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works' Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it
Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it
Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That projects: N. Buffum St. (ST210120101), S. 26th St. (ST211130125), S. Pearl St. (ST211130127), S. 18th St. (ST211130128), and W. Zellman Ct. (ST211130113) will be billed after January 1, 2015, but not before 12 months after the project contract has been completed; and, be it
Further Resolved, That projects: N. 94th St. (ST211130112) and River View Subdivision: W. Fountain Ave. (ST210130103) will be billed after January 1, 2016, but not before 12 months after the project contract has been completed.
