This resolution authorizes acceptance and expenditure of a Local Law Enforcement Block Grant from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance.
 
Authority to apply for the grant came when file #970555 was approved by the Common Council. The public hearing requirement regarding the proposed use of funds from the grant in relation to the entire budget is addressed by the official notice of the Local Law Enforcement Block Grant appearing on the Committee and Council agendas which are publicly noticed.
 
An advisory board reviewed and approved the grant. The portion of the grant which the City would receive consists of equipment funding. The remainder of the grant goes to the County of Milwaukee in a direct transfer of funds through an Intergovernmental Cooperation Agreement to upgrade computer equipment in the District Attorney's office, to install a mobile data network at the Sheriff's Department and to fund a Parks Security Coordinator.
 
BODY:
Whereas, Under the terms of CFDA #16.592 the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for a Local Law Enforcement Block Grant; and
 
Whereas, The operation of this grant program from October 1, 1997 to September 30, 1999 would cost $1,797,598 of which $266,013 (15%) would be provided by the city and $1,531,585 (85%) would be provided by the grantor; and
 
Whereas, The local matching share of this grant project in the amount of $266,013 can be provided from the following sources:
 
City of Milwaukee $211,000 Milwaukee County $ 55,013 ;and
 
Whereas, A resolution providing authority to apply for a Local Law Enforcement Block Grant was approved in Common Council file 970555; and
 
Whereas, The Local Law Enforcement Block Grant requires that prior to obligation of funds at least one public hearing will be held regarding the proposed use of the grant in relation to its entire budget; and
 
Whereas, The public notice of this grant resolution and the public meeting of the Committees and Council will serve this purpose; and
 
Whereas, An advisory board has reviewed and approved the grant; and
 
Whereas, The Joint Spending Plan with Milwaukee County includes $495,149 in federal funds which will be transferred directly to the County subject to an Intergovernmental Cooperation Agreement between the City of Milwaukee and Milwaukee County; and
 
Whereas, The Joint Spending Plan includes limited federal funding directly for the municipalities; and
 
Whereas, The grant funds must receive any interest earned on funds advanced to the city under Local Law Enforcement Block Grant federal guidelines; and
 
Whereas, The City Treasurer could establish a segregated investment account on the city's books to insure that interest earnings are accumulated as required by the grant guidelines; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Joint Spending Plan is approved and that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81 of the Code of Ordinances; and, be it
 
Further Resolved, That the appropriate parties are hereby authorized to enter into an Intergovernmental Cooperation Agreement with Milwaukee County subject to all appropriate reporting, local match, and interest requirements; and, be it
 
Further Resolved, That the City Treasurer is authorized to establish a segregated investment account for the grant proceeds with all of the interest earnings accruing to the grant project; and, be it
 
Further Resolved, That the funds received under the Local Law Enforcement Block Grant will be deposited in accordance with the applicable federal guidelines and the procedures established by the City Comptroller's Office; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1997 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the program titled "Local Law Enforcement Block Grant":

2. Create a Special Revenue Fund - Grant and Aids Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Milwaukee Police Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Expend from the 1997 grant budget funds for specific items of equipment;
 
3. Enter into subcontracts and leases as detailed in the grant budget.
