Title
A substitute ordinance to further amend the 2025 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
All Departments, Police Department, Department of Public Works - Operations Division
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2025 - March 16, 2025):
Under Pay Range 1CX, delete the titles of “Building Services Manager (1)” and “Police Records Assistant Manager”.
Under Pay Range 1DX, delete the titles of “Family and Community Wellness Manager” and “Housing Policy and Compliance Manager”.
Under Pay Range 1EX, delete the title of “Men’s Health Manager (3)”, delete footnote (3) in its entirety, and renumber remaining footnotes accordingly.
Under Pay Range 1FX, delete the title of “Council Records Manager”.
Under Pay Range 1GX, delete the title of “Suicide Prevention Manager (7)”.
Under Pay Range 1HX, delete the title of “GIS Developer-Project Leader (1)”.
Under Pay Range 1IX, delete the titles of “Enterprise Resource Planning Manager (1)” and “Homeland Security Director (1)”.
Under Pay Range 1JX, delete the title of “Disease Control and Environmental Health Services Director (1)”, delete footnote (1) in its entirety, and renumber remaining footnotes accordingly.
Under Pay Range 1QX, delete the title of “Special Deputy City Attorney”.
Part 2. Part 1, Section 1 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 11, 2025 - May 11, 2025):
Under Pay Range 1DX, add the title of “Print Media and Academy Facilitator”.
Part 3. Part 1, Section 2 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2025 - March 16, 2025):
Under Pay Range 2AN, delete the titles of “Assistant Planner (1)”, “Assistant Transportation Planner (1)”, and “(Rent Assistance Specialist I (1)”; and delete footnote (1) in its entirety.
Under Pay Range 2BN, delete the titles of “Library Technology Specialist (2)” and “Library Youth Educator (1)”, delete footnotes (1) and (2) in their entirety, and renumber remaining footnotes accordingly.
Under Pay Range 2CN, delete the titles of “Arts Project Coordinator (1)”, “Building Services Supervisor”, “Network Coordinator-Assistant”, and “Rent Assistance Specialist II (2)”; delete footnotes (1) and (2) in their entirety, and renumber remaining footnotes accordingly.
Under Pay Range 2DN, delete the titles of “Budget and Management Analyst”, “Geographic Information Specialist (3)”, “Inventory Supervisor”, “Labor Relations Analyst”, “Milwaukee Plays Program Coordinator”, “Personnel Analyst”, and “Rent Assistance Specialist III (2) (4)”; delete footnotes (2), (3), and (4) in their entirety, and renumber remaining footnotes accordingly.
Under Pay Range 2EN, delete the titles of “Lactation Counselor (3)” and “Lead Project Specialist”.
Under Pay Range 2EX, delete the titles of “Claims Adjuster-Senior” and “Telecommunications Analyst-Assistant”.
Under Pay Range 2FX, delete the titles of “Budget and Management Analyst-Senior”, “Labor Relations Analyst-Senior”, “Lead Project Coordinator (CDBG)”, and “Personnel Analyst-Senior”.
Under Pay Range 2GX, delete the titles of “Budget and Management Analyst-Lead”, “Internet Services Coordinator”, “Legislative Fiscal Analyst-Senior”, “Systems Analyst-Associate”, and “Telecommunications Analyst-Associate”.
Under Pay Range 2HX, delete the titles of “Budget and Policy Specialist”, “Labor Relations Representative”, “Staff Assistant to the Mayor-Senior”, and “Systems Coordinator”.
Under Pay Range 2IX, delete the titles of “Legislative Analyst-Associate (1)” and “Youth Development Coordinator”.
Under Pay Range 2JN, delete the title of “Microbiologist-Lead (2)”, delete footnote (2) in its entirety, and renumber remaining footnotes accordingly.
Under “Pay Range 2JX, delete the titles of “Associate IT Auditor (3)”, “Benefit Systems Analyst (8)”, “Labor Relations Officer”, “Lead Program Information Specialist (2)”, and “Systems Analyst-Lead”.
Under Pay Range 2KX, delete the title of “IT Auditor (3)”.
Under Pay Range 2LX, delete the title of “Senior IT Auditor (2)”.
Under Pay Range 2MX, delete the title of “Risk Manager (1)”.
Part 4. Part 1, Section 2 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 11, 2025 - May 11, 2025):
Under Pay Range 2GN, add the title of “Victim Witness Specialist (4)”.
Part 5. Part 1, Section 3 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2025 - March 16, 2025):
Under Pay Range 3CN, delete the title of “Production Technician”.
Under Pay Range 3HN, delete the title of “Maintenance Technician III (1)” and delete footnote (1) in its entirety.
Under Pay Range 3IN, delete the title of “Assessment Technician I”.
Under Pay Range 3MN, delete the titles of “Electronic Technician (1)”, “Mammography Technologist (2)”, delete footnotes (1) and (2) in their entirety, and renumber remaining footnotes accordingly.
Part 6. Part 1, Section 5 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2025 - March 16, 2025):
Under Pay Range 5BN, delete the title of “Clinic Assistant (1)” and “Community Education Assistant (1)”, delete footnote (1) in its entirety, and renumber remaining footnotes accordingly.
Part 7. Part 1, Section 8 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2025 - March 16, 2025):
Under Pay Range 8FN, delete the title of “Vehicle Services Assistant (1)”, delete footnote (1) in its entirety, and renumber remaining footnotes accordingly.
Part 8. Part 1, Section 8 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 11, 2025 - May 11, 2025):
Under Pay Range 8FN, add footnote designation (9) to the title of “Equipment Operator 2 (3) (5) (6)” and add new footnote (9) to read:
(9) An employee assigned to the demolition crew and called out for emergency demolition to receive an additional 5%.
Under Pay Range 8GN, apply footnote (5) to the title of “Equipment Operator 3 (1) (2) (3) (4)” and add new footnote (5) to read:
(5) An employee assigned to the demolition crew and called out for emergency demolition to receive an additional 5%.
Under Pay Range 8JN, add footnote designation (5) to the title of “Special Equipment Operator III (1) (3) (4)” and add new footnote (5) to read:
(5) An employee assigned to the demolition crew and called out for emergency demolition to receive an additional 5%.
Part 9. Part 1, Section 9 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2025 - March 16, 2025):
Under Pay Range 9NN, delete the title of “Engineering Inspection Assistant (1)” and delete footnote (1) in its entirety.
Under Pay Range 9QX, delete the title of “Temporary Disease Intervention Specialist Supervisor (1) (2)” and delete footnotes (1) and (2) in their entirety.
Under Pay Range 9RN, delete the title of “Temporary Disease Intervention Specialist Coordinator (1) (2)” and delete footnotes (1) and (2) in their entirety.
Under Pay Range 9UN, delete the title of “Temporary Delivery Driver (1) (2)” and delete footnotes (1) and (2) in their entirety.
Part 10. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 11. The provisions of Parts 1, 3, 5, 6, 7, and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 7, 2025 (March 16, 2025).
Part 12. The provisions of Parts 2, 4, and 8 of this ordinance are deemed to be in force and effect from and after Pay Period 11, 2025 (May 11, 2025).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 13. This ordinance will take effect and be in force from and after its passage and publication.
