10/2/20260 HOUSING AUTHORITY ADOPTED

Minutes note: HACM Secretary-Executive Director Harold Ince explained the procurement process involved for this new Request for Proposal, the scope of work and the length of the service agreement for this one-year contract. He also emphasized the goal of the contract to assist HACM in successfully completing the HUD Recovery Agreement and to ensure timely performance improvements throughout the agency. Commissioner Ellzey noted that the date of the contract would need to be updated. Mr. Ince confirmed it would be updated to October 2nd. In response to Commissioners’ questions, Mr. Ince affirmed staff and outside counsel’s comfort about the liability clause in paragraph 13. Mr. Ince and Assistant City Attorney Greg Kruse answered Commissioners' questions regarding the part of the scope of work which includes evaluating job descriptions and employees’ fit within the position. They clarified that AMA may recommend shifts in duties or titles, or additional trainings, but that any final consideration and decision will lie with HACM staff. Some Commissioners noted that an objective outside assessment can provide a fresh, neutral analysis of what is and isn’t working, while others also encouraged staff to be mindful of potential employee concerns about the process. Chair Hayslett added that this process will provide direction for staff at a critical time with a HUD deadline approaching that requires immediate action by all those involved, including all levels of staff, as well as AMA and the Board of Commissioners.
