Title
Substitute resolution relating to snow plowing in City alleys.
Analysis
This resolution directs the Department of Public Works to review previous alley plowing programs, update cost estimates and make recommendations for improving alley access during winter months.
Body
Whereas, There are approximately 4,000 alleys in the City, and
Whereas, Residents are responsible for clearing the alleys abutting their properties because the City does not provide snow-removal service for alleys; and
Whereas, It may be difficult or hazardous for Milwaukee residents to drive in their alleys after a snowfall if the snow is left unplowed; and
Whereas, In 2015 and 2016, the City conducted a pilot program for alley plowing in two neighborhoods; and
Whereas, The 2026 Budget was adopted by Common Council File Number 250001 on November 7, 2025; and
Whereas, Amendment 76 placed a footnote in the 2026 Budget relating to City-provided snow plowing service in alleys; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is directed to report to the Common Council the results of any previous alley plowing programs; and, be it
Further Resolved, That the Department of Public Works shall update any cost estimates associated with previous alley plowing programs and make recommendations for improving alley access for residents during winter months; and, be it
Further Resolved, That the Department of Public Works shall complete these actions within 90 days of adoption of this resolution.
