This resolution directs Fire and Police Commission to create a long-term recruitment plan for the Police and Fire departments.
Body
Whereas, 2023 Wisconsin Act 12 established a maintenance of effort requirement for the City’s Police and Fire Departments, and requirements to raise the sworn strength of both departments to certain levels within 10 years; and
Whereas, A failure to meet those requirements would result in a 15% reduction in the amount of funding the City receives through the State’s shared revenue program; and
Whereas, The Fire and Police Commission is the City department that manages the police and fire recruitment process; and
Whereas, A long-term plan could help the City ensure it meets the requirements established by Act 12 and avoid the penalty for failing to meet those requirements; and
Whereas, The 2025 Budget was adopted by Common Council File Number 240001 on November 8, 2024; and
Whereas, Amendment 22 placed a footnote in the 2025 Budget directing the Fire and Police Commission to create a long-term recruitment plan for the Fire and Police departments; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Fire and Police Commission is directed to create a long-term recruitment plan for the Fire and Police departments; and, be it
Further Resolved, That the Fire and Police Commission shall present its long-term recruitment plan to the Common Council within 90 days of adoption of this resolution.
