PURPOSEThe board of health shall govern the health department. The board of health shall:

1. Assure the enforcement of state statutes and public health rules of the state Department of Health Services as prescribed for a Level III local health department. 2. Assure the health department operates as a Level III local health department as defined by the state. 3. Report to the state Department of Health Services as required. 4. Meet at least quarterly. 5. Assess public health needs and advocate for the provision of reasonable and necessary public health services. 6. Develop policy and provide leadership that fosters local involvement and commitment, that emphasizes public health needs and that advocates for equitable distribution of public health resources and complementary private activities commensurate with public health needs. 7. Assure that measures are taken to provide an environment in which individuals can be healthy.

CREATING AUTHORITY: Section 59-3-3, of the Milwaukee Code of Ordinances

MEMBERSHIP Members shall be appointed by the Mayor and serve upon confirmation by the Common Council. Members shall reflect the diversity of the City based on current U.S. Census data. Among the members who are not elected officials, at least one shall be a registered nurse and at least one shall be a physician, as defined in s. 448.01(5), Wis. Stat. The board shall consist of:

1. One common council member. 2. Five persons with backgrounds in science and public health including formal training and appropriate education credentials in these areas. These board members shall be current members in good standing of the professional associations representing their respective professions. 3. Three persons with backgrounds and appropriate education credentials in fields of the social determinants of health, including, but not limited to, law, law enforcement and commerce. These board members shall be current members in good standing of the professional associations representing their respective professions.
