PURPOSE: To administer the City's Employees' Retirement System and make effective the provisions of the Milwaukee City Charter pertaining to this system.

COMPOSITION: Eleven members: Three appointed by the Common Council President and confirmed by the Common Council to two-year terms; three members appointed by the Mayor and confirmed by the Common Council to two-year terms; three members of the retirement system elected by other members of the system for four-year terms, one member elected by retired members of the system for a four-year term; and the City Comptroller ex-officio.

Appointed members are appointed either within 60 days of the commencement of a new Common Council term or within 60 days of that date which marks the second anniversary of the commencement of a Common Council term. If a vacancy occurs, the appointing authority is required to make a new appointment within 60 days following the vacancy.
