PURPOSE: To review and regulate the construction and exterior of buildings and land uses in the Historic Third Ward. Prior to the issuance of permits, to offer advice on design guidelines; make recommendations for possible amendments to the design guidelines or areas for inclusion; and to monitor and issue permits for all signs and billboards in the district.

COMPOSITION: Seven members: one member from the Historic Preservation Commission designated by its chair; Commissioner of Neighborhood Services or his or her designee; the Common Council member representing the aldermanic district in which BID #2 is located or the Council Member's designee; four citizen members appointed by the Mayor and confirmed by the Common Council, a majority of whom must own or occupy property in the district.

Citizen members and the Historic Preservation Commission member serve three-year terms.

A member who is not an elected official continues to serve after the completion of his or her term until reappointed or until a successor has been appointed.
