PURPOSE: To hear bidder, Common Council member, and City department specification appeals and to hear bidder award appeals of recommendations made by the City purchasing director as to the apparent low responsible bidder.
COMPOSITION: Eight members: Mayor (Chair), Commissioner of Public Works, Chair of the Finance and Personnel Committee, Director of
the Department of Administration, City Comptroller, Common Council President and two City employees (one each appointed by the Mayor and the Common Council President). Members, with the exception of the two City employees, may name alternates with full voting rights. The Mayor and Common Council President shall make their respective appointments within 60 days after assuming office or within 60 days after a vacancy occurs, whichever is later. Appointments to this body do not require Common Council confirmation.
Due to the nature of the business conducted by this body, members are required to file a Statement of Economic Interests with the Board of Ethics.
