Subject: May 25 meeting with Chris Utter, Mark Wiedemann, John Whitman and Ann McCarthy

Linda,

Please forward this information to all committee members.

After a 2 hour meeting with Chris Utter, Mark Wiedemann, John Whitman and Ann McCarthy, a

mutual agreement was made to withdraw the Proposed Ordinance change presented by Attorney Brian C. Randall on behalf of Chris Utter regarding the  "Alarm Business" definition # 105-75-2-b.

Also discussed was the proposed Prohibited System Ordinance that was presented at the May 18 meeting by John Whitman and Ann McCarthy.  It was requested by Chris Utter that the wording be clarified even further in describing specific incidents, such as medical and the meaning of the ability to articulate specific information.  The Technical Communications Division Commanding Officer, Captain Andra Williams, is currently reviewing this.  The updated proposed ordinance will be forwarded to all committee members as soon as possible.

Our discussion also included the issue of the lack of contact information made available to the police department for alarm businesses.

Currently, the police department has access to the Mint website, N275 which provides a general license display for the alarm business.  This provides the applicant name, date of birth, address, company name, and a general phone number.  It also shows if the license is denied, granted, issued, suspended or revoked.

In my experience, the applicant/agent of the company is usually someone that is not involved in the day-to-day operations of the company.  It would benefit the police department if additional information could be added either to this display page or through another venue.  Information such as:

  • The name of an operations manager(s) or supervisor(s)
  • His/her phone number(s)
  • Fax number
  • E-mail address
  • The name, address, phone number and contact information of the Private First Responder service.

It would also be beneficial if it were a requirement for the alarm companies to be responsible for any updates to their business, such as the change of this contact information.

A request was also made by Chris Utter for the police department to check into Broadcast and file for higher priority incidents.  A response from the police department should be made available to the committee members regarding this request by the June 2 meeting.
