Attached is the Salt Lake City, UT Alarm Ordinance website.
 
In September of 2004, when the Milwaukee Police Department implemented the Verified Response to Burglar alarm policy, it modeled the Salt Lake City, Utah Verified Response policy that had been successfully in place since the year 2000.
 
Since Salt Lake is the veteran city in using the VR policy, it might be beneficial to look at their Alarm Ordinance and 'Permit to Operate' application along with other ideas mentioned in regards to their Private First Responders. 
 
For example, Salt Lake City's Private First Responders are regulated and licensed by the state which makes it easy for the Salt Lake P.D. to supply a "list" of licensed and bonded guard companies to Alarm Businesses that request this information prior to operating as an alarm business in Salt Lake City.
 
If guard companies in Milwaukee could be regulated at the Municipal level similar to how the State of Utah regulates Salt Lake City's guard services, (requiring some sort of bonding or licensing), this would enable the City of Milwaukee to have access to a complete list of guard companies that are operating in Milwaukee, and to be able to supply this list to Alarm Businesses that wish to operate in Milwaukee.   
 
Currently, the City Clerk's office has record of the guard services mentioned on individual Alarm Business License Applications as Private First Responders, however this is not all inclusive.
