Specific reason for this position: Factoring in costs based on an objective scoring methodology allows for a more transparent and clear cut RFP selection process. Our RFP process is such that the cost is evaluated in conjunction with other factors such as experience, qualifications, and project plan. A set number of points are assigned to costs and that number is calculated based on an objective formula. So, the proposal will include cost information, but the proposed cost can still be negotiated during the negotiation process with the highest ranked proposer. If negotiations are unsuccessful with the initial highest ranked proposer, we can enter into negotiations with the next highest ranked proposer. Estimated fiscal cost or revenue: None. Rhonda U. I believe we follow this procedure in contracts using state and or federal funding. The only difference in strictly City funded projects is that we do ask for fee related info, such as hourly rates, overhead, level of effort as a matter of comparison and as a gage in the consultants understanding of the scope...ie if the level of effort varies considerably there is a question as to whether the RFP was vague/unclear or the particular consultant understood the scope.
