I believe we follow this procedure in contracts using state and
or federal funding. The only difference in strictly City funded projects is that
we do ask for fee related info, such as hourly rates, overhead, level of effort
as a matter of comparison and as a gage in the consultants understanding of the
scope...ie if the level of effort varies considerably there is a question as to
whether the RFP was vague/unclear or the particular consultant understood the
scope. By copy I am asking Ghassan and staff to comment
further.
