I am writing to urge you to vote against the mural ordinance.  It is my understanding that painting graffiti is already illegal.  Painting murals with owners' approval is not the same thing and should not be regulated by the city.  Requiring permits will do nothing to prevent the illegal tagging that goes on in parts of the city, whereas outdoor art projects on private property may go a long way to make citizens feel pride and connection with their neighborhoods.  It is not up to the city to approve what this art in local communities looks like, or to say whether or not it is art by permit.
